The Impact of Change in the Coefficient of the Size Category of a Municipality on the Budget Economy of the City of Jihlava

Abstract:

Práce se zabývá příjmy rozpočtu obce a jejich strukturou. Popisuje zejména daňové příjmy, které jsou rozhodujícím příjmem rozpočtu obce. Část práce je věnována analýze daňových příjmů obcí České republiky od roku 1993 do současnosti a změně v rozpočtovém určení daní. V roce 2008 vstoupila v platnost novela zákona č. 243/2000 Sb., o rozpočtovém určení daní, která zrušila 14 velikostních kategorií obcí a nahradila je čtyřmi postupně rostoucími, současně byla zavedena dvě nová přerozdělovací kritéria. Praktická část je věnována hospodaření statutárního města Jihlavy. V práci je provedena analýza příjmů v letech 2007 a 2008, zejména příjmů daňových. Součástí práce je i zhodnocení dopadů změn koeficientu velikostní kategorie obce na rozpočtové hospodaření města Jihlavy.

Abstract:

The theses is concerned with budget revenues of municipality and their structure. It especially descripes tax revenues which are a deciding budget revenues of municipality. A part of the theses is devoted to analysis of the tax revenues of the Czech Republic municipalities (since 1993 till today) and a change in a budgetary determination of taxes. The amendment of act number 243/2000 Coll., regarding the budget determination of taxes, came in force in 2008, which abolished the 14 size categories of municipalities and is replaced by four progressively increasing, while at the same time introduced two new redistributive criteria. The practical part is devoted to the management of the city of Jihlava. The theses analysis the budget revenues in 2007 and 2008, especially the tax revenues. Part of the thesis is the assessment of the impact of change in the coefficient of the size category of a municipality on the budget ekonomy of the city of Jihlava.
