Åland Islands and their position in the European Union

Abstract:

This bachelor thesis deals with the Åland Islands and their position in integration groupings existing on the European continent, especially in the European Union. Åland Islands are here a unique example of a member state‘s autonomy area connecting internationally respected demilitarised and neutralised status with special cultural and economic characteristics. These characteristics are the main determinants of the Åland development and have a great influence on the possibilities of Islands’ joining the particular integration projects. That is why a part of the thesis is aimed at these determinants and historical circumstances connected with their formation. Consequently, the whole process of Islands‘ joining the European Union is analysed: from pre-accession negotiations through agreed conditions to recent problems and specifics related to the Islands. The final part of the thesis deals with the Åland Islands in the context of the last revision of the European Union’s primary law, as well as with their participation in the European programmes and policies between 2007 and 2010.

Abstract:

Bakalárska práca sa zaoberá Ålandskými ostrovmi a ich postavením v integračných zoskupeniach na európskom kontinente, predovšetkým v Európskej únii. Ålandské ostrovy v nej predstavujú unikátny príklad autonómneho územia členského štátu spájajúci medzinárodne uznávaný demilitarizovaný a neutralizovaný status s jedinečnými kultúrnymi a ekonomickými charakteristikami. Tieto charakteristiky sú hlavnými determinantmi ålandského vývoja a majú veľký dopad na možnosti začleňovania ostrovov do jednotlivých integračných projektov. Časť práce je preto venovaná práve týmto determinantom a historickým okolnostiam, ktoré súvisia s ich formovaním. Následne je analyzovaný celý proces začleňovania ostrovov do Európskej únie: od prístupových rokovaní cez dohodnuté podmienky, až po súčasné problémy a špecifiká súvisiace s ostrovmi. Posledná časť práce sa venuje Ålandským ostrovom v kontexte poslednej zmeny primárneho práva Európskej únie, rovnako ako ich zapojeniu do európskych programov a politík v období rokov 2007 až 2010.
