Elections and Electoral Systems in Divided Societies: The Case of Afghanistan and Iraq

Abstract:

Součástí politologického výzkumu druhé poloviny 20. století se stala i rozsáhlá diskuse o roli volebních systému při reprodukci demokracie v rozdělených společnostech. Akademické studium těchto společností v regionu Středního východu získává bohatý empirický materiál, který podporuje vznik nových výzkumných směrů či příležitost k reflexi nezamýšlených účinků reforem. Cílem předkládané práce je zodpovědět výzkumnou otázku „Jak se proces designování volebního systému a výsledná mechanika volebního systému v rozdělených společnostech, resp. v Afghánistánu a Iráku, odráží v jejich volebních výstupech?“ První část práce představuje tři modely uspořádání rozdělených společností – konsociační model, inkluzivní majoritarianismus a integrativní konsensuální model. Výsledný cíl druhé části nabízí zhodnocení efektu volebních systémů ve zkoumaných státech jako podkladu k zodpovězení výzkumné otázky.

Abstract:

Extensive discussion about the role of electoral systems in reproducing democracy in divided societies becomes a part of the political science research in the second half of the 20th century. The academic study of these societies in the region of the Middle East collects empirical material which supports the creation of new research directions or an opportunity to reflect unintended effects of these reforms. This diploma thesis is aimed to answer the research question: "How does the process of designing electoral systems and resulting mechanics of electoral systems in divided societies, or more precisly in Afghanistan and Iraq, reflect their electoral outputs?" The first part of this thesis presents three diferent models divided societies arrangement – consensus model, inclusive majoritarianism and integrative consensus model. Case studies of Afghan and Iraqian elections follow. The final result of this part offers the evaluation of electoral systems effect in these countries as the basis to answer the research question.
