Legal regulation of visual pollution

Abstract:

Předmětem bakalářské práce je uceleně představit a zhodnotit vybranou právní úpravu tzv. vizuálního smogu neboli vizuálního znečištění, které vzniká při zamoření veřejného prostoru nevkusnou, charakteru svého okolí nepřizpůsobenou a velikostně nepřiměřenou reklamou. V úvodní části je rámcově vymezena problematika a postup v práci. Následuje rozbor vybrané právní úpravy. Další část práce představuje regulaci vizuálního smogu v městské části Brno-střed a zkoumá, zda může mít vliv na implementaci právní regulace týkající se vizuálního smogu i to, že je konkrétní území vymezeno jako památkově chráněné. Závěr práce shrnuje analyzovanou problematiku a celkově hodnotí zkoumanou právní úpravu.

Abstract:

The subject of the bachelor's thesis is a comprehensive presentation and evaluation of selected legal regulation of the so-called visual smog, or visual pollution, which arises due to the contamination of public space with unsightly advertising that does not adapt to the character of its surroundings and is disproportionate in size. The introductory part of the thesis broadly defines the scope and procedure. The following section focuses on the selected legislation. The next part of the thesis presents the regulation of visual smog in the city district of Brno-střed and examines whether the fact that a specific area is declared a heritage-protected area can have an effect on the implementation of legal regulation regarding visual smog. The conclusion of the thesis summarizes the analyzed problem and evaluates the examined legislation in general.
