Anotácia:

Diplomová práce se zabývá vztahem prezidenta a vlády v ústavním systému České republiky. V první části jsou představeny základní formy vlády a vztah hlavy státu a vlády v nich. Ve druhé části je analyzován tento vztah z ústavně-právního hlediska na základě odborné literatury. Třetí část této práce řeší vztah prezidenta a vlády v rámci vývoje ústavně-politického systému České republiky od roku 1993. Tato část je zakončena ústavně-právní a ústavně-politickou analýzou tohoto vztahu. Tato analýza zkoumá jaké právní a neprávní faktory ovlivňovaly tento vztah.

Abstract:

This thesis deals with the relationship between president and government in the Constitutional system of the Czech Republic. In the first part the basic forms of governments and the relationship between head of state and government in them are presented. In the second part this relationship is analysed from the constitutional legal point of view on base of the professional literature. In the third part of the thesis the relationship between president and government within the development of constitutional political system of Czech Republic since 1993 is solved. This part is resulting by a constitutional legal and constitutional political analysis of this relationship. This analysis examines the legal and non-legal factors affecting this relationship.
