Stabilizing Kosovo: Assessment of the International Approach in Democratization

Abstract:

Navzdory 15 letům mezinárodní supervize a asistence, velkému objemu vynaložených financí a úsilí západních zemí je proces demokratizace v Kosovu pomalý a blokuje jej řada problémů. Ve své práci se zaměřuji na vliv mezinárodních misí na vývoj ve třech hlavních oblastech – nezávislosti soudnictví, korupci a organizovaném zločinu a bezpečnostní situaci v severním. Ověřuji svoji hypotézu, že mezinárodní mise jsou pro demokratizaci v Kosovu nepostradatelné a dosahují výsledků i přes mnoho překážek, kterým musí čelit. Využívám především oficiálních dokumentů mezinárodních organizací a misí, hodnocení nezávislých mezinárodních organizací a zpráv lokálních nevládních organizací.

Abstract:

Despite 15 years of international supervision and assistance, large amount of invested money, and efforts of western countries, the process of democratization in Kosovo remains slow and obstructed by a range of problems. In my thesis, I focus on the influence of international missions on the development in three main areas – independence of justice, corruption and organized crime, and safety situation in northern Kosovo. I verify my hypothesis that international missions are essential for democratization in Kosovo and that in spite of the obstacles they achieve significant results. Predominantly, I use official documents of international organizations and missions, evaluations by independent international organizations, and reports of local nongovernmental organizations.
