Assessment of the implementation of the priorities of the Czech Presidency of the Council of the EU in 2022 in the field of the environment

Abstract:

Česká republika v roce 2022 podruhé předsedala Radě EU. V oblasti životního prostředí si české MPŽ nastavilo pět priorit, kterým se chtělo v průběhu předsednictví věnovat. Cílem této bakalářské práce je analýza míry naplnění jednotlivých priorit, a to s důrazem na projednávané legislativní akty. Práce je rozdělena do tří částí. První část je věnována dosavadním přístupům k hodnocení předsednictví v odborné literatuře. Druhá kapitola se zaměřuje na postoj Evropské unie a předsednického tria k otázkám životního prostředí. Zároveň jsou zde představeny priority nastavené českým MŽP. Za použití hodnotících tabulek byly ve třetí kapitole zodpovězeny výzkumné otázky, týkající se míry naplnění každé z nich. Výsledné hodnoty ukázaly, že MŽP se drželo svých nastavených cílů a dokázalo je z velké části naplnit.

Abstract:

In 2022, the Czech Republic held the Presidency of the Council of the EU for the second time. In the field of the environment, the Czech Ministry of the Environment set five priorities that wanted to address during the Presidency. The aim of this bachelor thesis is to analyse the extent to which each priority has been fulfilled, with an emphasis on the legislative acts under discussion. The thesis is divided into three parts. The first part is devoted to the existing approaches to the evaluation of the Presidency in the literature. The second section focuses on the position of the European Union and the presidential trio on environmental issues. Furthermore, the priorities set by the Czech Ministry of the Environment are presented. Using evaluation tables, the third chapter answers the research questions concerning the degree of fulfilment of each of them. The resulting values showed that the Ministry of the Environment adhered to its set objectives and managed to fulfill them to a large extent.
