ODS towards deinstitutionalization? Analysis of internal relations within the political party

Abstract:

Tato práce se zabývá analýzou poměrů uvnitř Občanské demokratické strany a vývojem jejího postavení v českém stranickém systému. Práce metodologicky vychází z teoretické koncepce institucionalizace politických stran italského teoretika Angela Panebianca. Institucionalizace politické strany je proces, v němž se strana jako organizace svým působením postupně formuje ve společensky uznanou součást sociálního systému. Cílem práce je zjistit, zda dochází k deinstitucionalizaci Občanské demokratické strany, jinými slovy potvrdit či vyvrátit hypotézu, že ODS se deinstitucionalizuje. Teoretická část práce se zaměřuje na teorii politických stran, stranických systémů a na Panebiancovu koncepci institucionalizace politických stran. Druhá kapitola popisuje vývoj pozice ODS v českém stranickém systému a vztah k ostatním českým politickým stranám od počátku devadesátých let minulého století do současnosti. Třetí kapitola se věnuje samotné analýze poměrů uvnitř ODS s využitím pěti kritérií institucionalizace. Na základě tří z pěti faktorů bylo možné identifikovat tendenci k deistitucionalizace ODS. Zejména pozice centrálního byrokratického aparátu je v současnosti oslabena regionálními strukturami. Existence různých názorových frakcí v ODS a nejednotných postupů členů ohrožuje vnitřní homogenitu strany. Rovněž netransparentní financování je známkou deinstitucializace Občanské demokratické strany.

Abstract:

The thesis deals with the analysis of internal relations within the Civic democratic party (ODS) and the evolution of its position in the Czech party system. The thesis is methodologically based on theoretical concept of institutionalization of political party defined by Italian author Angelo Panebianco. The institutionalization of political party is a process in which political party as an organization is being gradually formed into recognized constituent part of the social system. The aim of the thesis is to determine whether the Civic democratic party is experiencing the deistitutionalization, in other words, to confirm or disprove the hypothesis that the ODS is being deinstitutionalized. Theoretical section aims at the theory of political parties, party systems and at Panebianco's concept of institutionalization of political party. The second chapter describes the shift in position of the ODS within Czech party system and relations with other Czech political parties from the beginning of the 1990's till nowadays. The third chapter analyses the internal relations within the Civic democratic party using the five criteria of institutionalization. On the basis of three of the five criteria it is possible to identify the tendency to deinstitutionalization of the Civic democratic party. For instance, position of the central bureaucratic apparatus is being weakened by the regional structures. Also the existence of different factions within the ODS or divergent procedures of the members are threatening its internal homogeneity. Further, non-transparent financing is a sign of deinstitutionalization of the Civic democratic party.
