Meter Data Management Systems in Europe: a cluster analysis of energy data exchange policies

Abstract:

This research thesis focuses on mapping the policy approaches that are adopted among the Member States in the European Union to organise the new data flow layer that is becoming available after the installation of Smart meters. The level of implementations in the EU is not homogeneous, going from situations where no smart meters have been installed at all and data are exchanged through a decentralized data exchange model, to cases where all the point of delivery are equipped with advanced technologies, and the data are handled in a centralized Data Exchange platform. Who has access to energy data? What are the players involved? And how is this procedure carried out? There is a need for a model able to capture all those variables of meter data management systems. The fractionation of this specific aspect in Europe could represent a barrier to the integration process and the complete liberalisation of the whole electricity sector.
