Gender Pay Gap in the Czech Republic: Its Size, Development and Roots

Abstract:

Práce poskytuje odhady velikosti mateřské sankce, prémie za otcovství a GPG v České republice v letech 2006 až 2017 s využitím dat ze šetření EU SILC. Nejvýznamnějším faktorem GPG je rodičovství. U rodičů je GPG přibližně o 30 procentních bodů vyšší než u nerodičů. Ženy jsou schopny GPG, který vzniká v důsledku rodičovství, snížit až po dosažení věku 50 let a dosáhnout tak původní nevysvětlené úrovně GPG přibližně 15 %. Kromě rodičovství neexistuje žádná jiná demografická charakteristika, která by měla podstatný vliv na tvorbu a přetrvávání GPG. Navíc existují značné rozdíly ve velikosti mateřské sankce, prémie za otcovství a GPG mezi různými demografickými skupinami. Obecně lze říci, že existují dvě skupiny v České republice – první žijící v Praze, s vysokoškolským vzděláním, pracující ve veřejných službách a ve velkých pracovních kolektivech (velkých soukromých firmách). Tato skupina nečelí mateřské sankci, nepožívají prémii za otcovství a GPG je relativně malý (méně než 10 %). Druhá skupina žijící mimo Prahu, s dosaženým středoškolským vzděláním, pracující pro malé soukromé firmy na malých pracovištích. Tato skupina čelí velké mateřské sankci, požívá určitou prémii za otcovství a čelí vysokému GPG (více než 20 %).

Abstract:

The thesis provides estimates of the size of motherhood penalty, fatherhood premium and gender pay gap for the Czech Republic in the years 2006 to 2017 using data from the EU SILC survey. The most important driver of the GPG is parenthood. For parents, the GPG is about 30 percentage points higher than the one for non-parents. Women are able to narrow the GPG created by the effect of motherhood and reach original unexplained levels of approximately 15 % after reaching the age of 50 and higher. Besides parenthood, there is no other demographic characteristic that has any substantial impact on the formation and persistence of the GPG. Moreover, there is a substantial variation in the size of motherhood penalty, fatherhood premium and GPG with respect to different demographic groups. In general, there are two different groups in the Czech Republic – one living in Prague, with high education, working in public services and large working places (for private companies). These people do not suffer motherhood penalty, do not enjoy fatherhood premium and face a relatively small gender pay gap (less than 10 %). The other one lives out of Prague, attained a secondary level of education, works for small private companies in small workplaces. These people face a large motherhood penalty, enjoys some fatherhood premium and face substantial gender pay gap (more than 20 %).
