The European Union on the road to the Institutionalisation of the Spitzenkandidaten procedure. Realization of main proponents expectations?

Abstract:

The aim of this thesis is to analyze a process of institutionalization and realization of the Spitzenkandidaten procedure in the EU. In the center of observed process there are actors with their own preferences and motivation. This process took place in a concrete and specific context we will try to take into account. Our ambition in the case of realization of lead candidates procedure is to evaluate, if the actors were satisfied with the realization of the procedure in the electoral campaign in 2014, and also in the process of nomination of the Commission´s President following the 2014 EP elections. The outcomes of the analysis provide a clear understanding of the process of institutionalization. Conclusions based on empirical analysis also provide possible answers on a number of issues associated with the development and realization of Spitzenkandidaten procedure in the EU.

Abstract:

Cieľom práce je analýza procesu inštitucionalizácie a realizácie procedúry Spitzenkandidaten v EÚ. V centre sledovaného procesu inštitucionalizácie sú aktéri s vlastnými preferenciami a motiváciou. Tento proces prebiehal v určitom špecifickom kontexte, ktorý sa taktiež pokúsime zohľadniť. V prípade prvej realizácie procedúry vedúcich kandidátov v EÚ je našou ambíciou zhodnotenie toho, či boli konkrétny aktéri spokojný s realizáciou procedúry vo volebnej kampani v roku 2014, a v následnom procese nominácie predsedu Komisie. Výsledky analýzy ponúkajú jasnú predstavu o procese inštitucionalizácie. Závery založené na empirickej analýze taktiež poskytujú možné odpovede na viacero otázok spojených so vznikom a realizáciou procedúry Spitzenkandidaten v EÚ.
