Active Shooter - Possibilities of Social and Individual Protection of the Population

Abstract:

Diplomová práce se zabývá tématem aktivního střelce a to především z pohledu připravenosti na jeho aktivní útok složkami integrovaného záchranného systému. Rozborem pojmů, o které se toto téma opírá a následnou kazuistikou útoků spáchaných na území Spojených států amerických, v Evropě, ale i na našem území, práce prezentuje vhodné modely chování uplatňované při těchto mimořádných událostech. Rizika související s útokem aktivního střelce byla analyzována pomocí vybraných metod analýzy rizik, kdy nejvhodnějšími se pro potřeby této práce ukázala metoda analýzy stromu události a Ishikawa diagram. Dotazníkovým šetřením na reprezentativním vzorku obyvatel je v diplomové práci ověřována informovanost respondentů o dané problematice a vyhodnocena potřeba zpracování jednoduché metodické příručky, která poukáže na vhodné modely chování v případě útoku aktivního střelce.

Abstract:

The diploma thesis deals with the topic of the active shooter, especially in terms of readiness for his active attack by the components of the integrated rescue system. By analyzing the concepts on which this topic is based and the subsequent case study of attacks committed in the United States, in Europe, but also in our territory, the work presents appropriate models of behavior applied in these emergencies. The risks associated with the active shooter's attack were analyzed using selected methods of risk analysis, where the event tree analysis method and Ishikawa diagram proved to be the most suitable for the needs of this work. A questionnaire survey on a representative sample of the population verifies the respondents' awareness of the issue and evaluates the need to develop a simple methodological manual, which points to appropriate models of behavior in the event of an active shooter's attack.
