Selected aspects of ACR foreign operations

Abstract:

Diplomová práce se zabývá působením sil a prostředků AČR v zahraničních misích, v rámci mezinárodního úsilí řešit bezpečnostní krize aktivním zastavením konfliktu, humanitárního zajištění obyvatelstva a organizováním návratových kroků k zajištění míru a obnovy postižené oblasti, včetně rekonstrukce systému veřejné správy, především ve spolupráci s místním obyvatelstvem. Práce se zabývá misemi AČR od roku 1990 v obecné rovině a jednotlivé poznatky konkretizuje na příkladové misi SFOR II. První kapitola se zabývá vznikem krizí vzniklých z přirozených příčin, které byly vyvolány působením přírodních jevů a vznikem krizí vzniklých uměle, které byly vyvolány záměrně, s cílem destabilizovat a ovládnout oblast. Ve druhé kapitole jsou charakterizovány bezpečnostní krize, jejich příčiny, subjekty a způsoby jejich řešení na mezinárodní úrovni a na úrovni ČR, v souvislosti se schvalováním vysílání sil a prostředků AČR do zahraničních misí. Čtvrtá kapitola je věnována výběru a přípravě personálního a technického zabezpečení mise a jejich přesunu do místa určení. V páté kapitole je popsáno působení jednotek v prostoru odpovědnosti a interakce jednotek s místním obyvatelstvem v rámci obnovy postiženého území, na což práce klade důraz. V závěru jsou uvedeny výsledky práce, naplnění stanovených kritérií a otevření témat vhodných ke zpracování.

Abstract:

This dissertation concerns the participating of the Armed Forces of the Czech Republic (AČR) in foreign missions within the international effort to solve security crises by means of active cessation of a conflict, humanitarian provision for inhabitants as well as taking returning steps to ensure safety and restoration of the affected area including of reconstruction of public administration; mainly in cooperation with the citizens (local leaders). The dissertation considers AČR missions since 1990 in general and particular learning concretizes on exemplary mission of SFOR II. The first chapter focuses on crises arising from natural causes and on those provoked deliberately in order to destabilize and to dominate the area. The security crises are specified in the second chapter, as well as their causes, subjects and methods of their settling at international level and at the level of the Czech Republic in connections with approval to dispatch forces and assets of AČR to foreign missions. The fourth chapter specifies the selection and preparation of the personal and technical forces and assets of the AČR and theirs movement to operation area. The fifth chapter specifies the operation of the units in the area of responsibility and interaction and cooperation with the local inhabitants within the restoration of the affected area, which dissertation emphasize. At the close are mentioned the results, fulfilled of the defined criterions and opening of the relevant topics.
