Regulatory Fees in The Healthcare

Abstract:

Abstrakt Bakalářská práce je zaměřena na problematiku regulačních poplatků v systému zdravotnictví České republiky. Jednou ze zásadních otázek je jejich začlenění do systému financování zdravotní péče, odůvodněnost jejich vybírání a následně dopad na rozpočty domácností i na jednotlivé občany. V teoretické části je definován systém zdravotní péče a zdravotní politiky na úrovni státu a krajů, způsobu financování zdravotní péče v ČR, vymezuji druhy regulačních poplatků a jejich legislativní vývoj. Pro srovnání je uvedena výše regulačních poplatků v některých zemích Evropské unie. Praktická část je zaměřena na výsledky vyplývající ze statistických šetření, ze kterých vyplývá, jaký dopad mělo a má zavedení regulačních poplatků do systému financování zdravotní péče s odstupem doby. Jak se poplatky na jedné straně dotkly výdajů občanů a na druhé straně zda splnily plánovaný účel tj. snížení výdajů na zdravotní péči a regulaci jejího racionálnějšího využívání.

Abstract:

Abstract Bachelor thesis is focused on the issue of regulatory fees in the Czech health system. One of the fundamental questions is their integration into the system of financing health care, their rationale for selecting and subsequently impact on household budgets to individual citizens. In the theoretical part is defined the health care system and health policy at the state and regions, the method of financing health care in the Czech Republic, subsequently are defined types of regulatory fees and legislative developments. For comparison, the amount of regulatory fees in some European Union countries. The practical part is focused on the results obtained from statistical surveys, which indicate what impact it had, and the introduction of regulatory fees in the system of financing health care with the passage of time. How are fees on the one hand touched the costs for citizens and on the other hand, whether they have achieved the intended purpose, ie reduce spending on health care and the regulation of its rational use.
