Abstract:

Tato práce nabízí komparativní pohled na proces regionální integrace Sdružení národů jihovýchodní Asie (ASEAN) a Evropské unie (EU). Zkoumá dosaženou úroveň procesu integrace mezi lety 1990 a 2020 v pěti dimenzích, konkrétně obchodní, ekonomické, sociální, finanční a institucionální. Práce se zabývá čtyřmi hlavními výzkumnými otázkami. První otázka hodnotí dosaženou úroveň integrace ASEAN i EU napříč výše zmíněnými dimen-zemi. Druhá otázka zkoumá a popisuje, jakým způsobem obě uskupení dosahují svých inte-gračních cílů. Třetí otázka porovnává úspěchy, resp. míru dosažení stanovených integračních cílů ASEAN a EU Poslední otázka se pak zabývá možnostmi vzájemné inspirace a poučení (lessons to be learned) v oblasti hospodářské politiky v souvislosti s integračními procesy obou organizací. Pro zkoumání regionální integrace je navržen a aplikován původní multidimenzionální srovnávací index regionální integrace (MCRII), který hodnotí pět dimenzí pomocí 16 uka-zatelů, a to za použití kvantitativních i kvalitativních měřítek. V případech, kde to bylo možné, byly upřednostněny kvantitativní indikátory, nicméně omezená dostupnost dat byla motivací k zapojení také kvalitativních indikátorů, které jsou odvozeny ze smluv regionálních organizací. MCRII pokrývá období od roku 1990 do roku 2020, mapuje vývoj integračních iniciativ a zohledňuje integrační cíle a úspěchy, resp. míru dosažení stanovených cílů. Tato práce přispívá jedinečnou komparativní perspektivou, která hodnotí, nakolik ASEAN a EU dosahují svých definovaných integračních cílů napříč pěti dimenzemi. Práce tak nabízí de-tailní srovnání regionálních integračních procesů v obou regionech. Takové srovnání má smysl především tehdy, kdy ASEAN a EU sledují podobné cíle, ale nutně nevyčerpávají svůj plný potenciál. Práce dochází k závěru, že EU dosáhla hlubší integrace než ASEAN. V obchodní inte-graci EU upřednostňuje vnitřní obchod, zatímco úspěchy ASEAN v oblasti interní obchodní integrace jsou slabší, což reflektuje jeho otevřenost celosvětovému obchodu. Ekonomická integrace v EU vede ke konvergenci HDP na obyvatele, naopak ASEAN čelí vážným ekonomickým rozdílům a navzdory veřejně deklarovanému cíli zmenšit rozdíly v ekonomickém rozvoji mezi jeho členskými zeměmi nedosahuje pokroku. Během sledo-vaného období EU pokročila v sociální integraci, ale kompetence Unie v této dimenzi se stále zdají být omezenější ve srovnání s ostatními dimenzemi zahrnutými v MCRII. Úroveň sociální integrace ASEAN zůstává omezená, což je však v souladu s jejími ambicemi resp. stanovenými cíli v rámci této sociální oblasti. Měnová a finanční integrace v EU vyústila v přijetí společné měny. Naopak úsilí ASEAN je stále nedokončeným dílem a regionální úspěchy v této oblasti nepřesahují obecnou spolupráci mezi členskými státy, a to navzdory cíli ASEAN harmonizovat své kapitálové trhy. Institucionální integrace EU vede k silnému nadnárodnímu uspořádání, zatímco ASEAN si v analyzovaném období udržoval méně for-malizovanou institucionální strukturu. To je však opět v souladu s cíli, které si tato regionální organizace sama stanovila. MCRII mapuje dlouhodobý vývoj integrace v EU a ASEAN a poskytuje ucelený pohled napříč pěti dimenzemi. Kromě integračních úspěchů se v MCRII promítají integrační cíle EU a ASEAN, jak jsou definovány v jejich smlouvách. Ve snaze vyhodnotit vývoj regionální integrace v posledních třiceti letech tato disertační práce analyzuje a popisuje cestu, kterou se vydaly ASEAN a EU, a nabízí novátorskou a relativně unikátní srovnávací perspektivu.

Abstract:

This thesis offers a comparative perspective on regional integration in the Association of Southeast Asian Nations (ASEAN) and the European Union (EU). It examines integra-tion achievements between 1990 and 2020 across five dimensions, namely, trade-, economic-, social-, financial-, and institutional integration, guided by four central research questions. The first question assesses integration levels in both ASEAN and the EU across these di-mensions. The second question explores how each organization achieves its integration ob-jectives. The third question compares ASEAN and EU achievements relative to their objec-tives. The fourth and final question seeks cross-organizational lessons. Investigating regional integration, the thesis introduces the Multi-Dimensional Com-parative Regional Integration Index (MCRII), measuring the five dimensions with 16 indica-tors, including quantitative and qualitative measures. When possible, quantitative indicators are been chosen. However, limited data availability, amongst other factors, motivate the in-clusion of qualitative indicators. The latter are extracted from regional organizations’ treaties. The MCRII covers the period from 1990 to 2020, displaying integration initiatives’ evolution and accounting for integration objectives and achievements. This thesis contributes a unique comparative perspective, assessing how well ASEAN and the EU achieve their self-defined integration objectives across the five dimensions. Therefore, the thesis offers a more nuanced comparison of regional integration processes in the two regions. Such a comparison is espe-cially meaningful when ASEAN and the EU follow similar targets but may not exhaust their full potential. It finds the EU achieved deeper integration than ASEAN. In trade integration, the EU favors intra-regional trade, while ASEAN’s trade integration achievements are less profound, reflecting its openness to global trade. Economic integration in the EU leads to convergence in GDP per capita. However, ASEAN is facing severe economic disparities and does not achieve noteworthy integration progress despite the region’s publicly declared objective to narrow the development gap among members. The EU progresses in social integration dur-ing the observation period. Still, the Union’s competencies in this dimension appear more limited compared to the other dimensions reflected in the MCRII. ASEAN’s level of social integration remains limited, which aligns with its social integration ambitions. Monetary and financial integration in the EU is remarkable culminating in the adoption of common cur-rency, while ASEAN’s efforts are a work in progress. Regional achievements in this policy area do not exceed general cooperation between member states despite ASEAN’s aim to harmonize its capital markets. The EU’s institutional integration results in a powerful supra-national setup, whereas ASEAN maintained a less formalized institutional structure. How-ever, this aligns with the regional organizations’ self-defined objectives. The MCRII offers insights into long-term integration evolution in the EU and ASEAN, providing a nuanced view across five dimensions. In addition to the integration achieve-ments, the MCRII reflects the EU’s and ASEAN’s integration objectives, as defined in their treaties. In the quest to shed light on the evolution of regional integration over the past thirty years, this dissertation highlights the path taken by ASEAN and the EU, offering a novel and unique comparative perspective.
