The Creation of the New Zealand Nuclear-Free Zone

Abstract:

Bakalářská práce se zaměřuje na Nový Zéland a jeho cestu k bezjaderné zóně. Cílem práce je zjistit, co vedlo Nový Zéland k ustanovení bezjaderné zóny. Náplň práce se tedy zabývá takovými fakty, aby se podařilo potvrdit či vyvrátit následující hypotézu: O rozhodnutí stát se bezjadernou zónou se nejvíce zasloužily vnitropolitické vlivy. V práci je využito teoretických modelů, které vysvětlují, proč se některé státy rozhodly získat jaderné zbraně. Teoretické modely jsou „převráceny“, aby podle nich bylo možné vysvětlit, proč se státy rozhodnou nezískat jaderné zbraně. Modely jsou nejdříve stručně představeny a spolu s nimi i několik klíčových pojmů, jako např. termín zóny bez jaderných zbraní. Aby byl vytvořen podklad pro aplikaci modelů, následuje v historický exkurz, který mapuje vnitro i mezinárodněpolitické proměny vztahující se k Novému Zélandu. Jedná se zejména o proměnu mezinárodního prostředí, vztahu Nového Zélandu k Velké Británii, vztahu Nového Zélandu k USA a s tím související proměnu vnitrostátní i zahraniční politiky i celé společnosti. Po nasbírání potřebného množství historických poznatků následuje aplikace modelů a odpovídající výsledky. Výzkum, ale pokračuje dál, abychom zjistili, co vedlo Nový Zéland od rozhodnutí jaderně se nevyzbrojit k rozhodnutí stát se součástí bezjaderné zóny. Je představena řada faktorů, která napomáhá vyvodit odpovídající závěry a zároveň poskytuje odpověď na hypotézu.

Abstract:

The aim of this thesis is to describe how New Zealand became nuclear-free and also to find out what made it pick that choice. Only relevant data had to be selected in order to verify or falsify the following assumption: New Zealand was pushed to become nuclear-free state by internal factors rather than external ones. There are five theoretical models used in this thesis. These models are meant to explain why certain states tend to acquire nuclear weapons. The models had been reversed so the author was allowed to use them to explain why some states choose not to acquire nuclear weapons. First of all the models are introduced to the reader and besides some key terms are defined as well (e.g. Nuclear-Weapon-Free Zones). In order to create a sufficient basis for upcoming research an excursion to history follows. The excursion covers both internal and external changes relevant to the case of New Zealand. Special attention was given to NZ and US relations, NZ decoupling with Great Britain and all the changes that these turbulent times of 20th century caused to domestic and foreign policy as well as to society of New Zealand. As soon as the author got enough data the time came for an application of the theoretical models. Not only did the research not finish after getting appropriate results, the researcher went on trying to find out what really made New Zealand switch from not getting nuclear weapons to making its territory part of a nuclear-free zone. At the very end of the thesis a set of factors is introduced. Factors that allow the author to come up with satisfactory conclusions in order to verify or falsify the assumption stated above.
