Quality management system in regional authorities

Abstract:

Práce se zabývá metodami a nástroji řízení kvality v územních samosprávách. Vysvětluje definici kvality, předpisy a požadavky na efektivní řízení úřadů a popisuje používané metody a nástroje v praxi, v návaznosti na Metodické doporučení k řízení kvality v územních samosprávách. Uvádí, jaké konkrétní metody mohou být v praxi řízení územních samospráv v ČR používány, jaký je aktuální stav řízení kvality a jaké nejdůležitější okolnosti ho ovlivňují. Metody, které jsou v práci popsány jsou měření spokojenosti a loajálnosti zaměstnanců, měření spokojenosti zákazníků a benchmarking, model efektivního učení se a zlepšování, aplikovaný v praxi řízení úřadů.

Abstract:

The thesis deals with methods and tools of quality management in territorial self-governments. It explains the definition of quality, regulations and requirements for effective management of authorities and describes the methods and tools used in practice, in connection with the Methodical Recommendation on Quality Management in Territorial Self-Governments. It states what specific methods can be used in the practice of territorial self-government in the Czech Republic, what is the current state of quality management and what are the most important circumstances affecting it. The methods described in this thesis are employee satisfaction and loyalty measuring, customer satisfaction measuring and benchmarking, an effective learning and improvement model applied in the practice of authority management.
