Czech and Slovak Presidents' Attitudes towards the European Migrant Crisis 2015 - 2017

Abstract:

Bakalářská práce analyzuje postoje Miloše Zemana a Andreje Kisky k migrační krizi v časovém období od června 2015 do června 2017 a v kontextu této krize interpretuje postavení obou prezidentů v zahraniční politice svých zemí. Teoretický rámec práce tvoří sociální konstruktivismus, s ním související teorie rolí a koncept rámování. Objektem analýzy jsou projevy obou aktérů vztahující se k problematice uprchlíků, jejich přerozdělování mezi jednotlivé členské státy Evropské unie a možný dopad na bezpečnostní situaci v Evropě. Užitá metoda operačního kódu umožňuje odhalit jednotlivé složky systémů obecných hodnot obou prezidentů a jejich pohledů na politický svět, na jejichž základě je interpretována vlastní percepce zahraničněpolitických rolí aktérů. Argumentováno je, že navzdory téměř stejným formálním pravomocem prezidentů České i Slovenské republiky je jejich reálná politická síla závislá na individuálních instrumentálních a filozoficko-politických přesvědčeních obou aktérů, veřejném mínění a politické síle dalších relevantních politických představitelů.

Abstract:

The thesis analyses attitudes of Miloš Zeman and Andrej Kiska towards the migrant crisis in the period from June 2015 to June 2017 and, in the context of the crisis, interprets the positions of both presidents in their countries’ foreign policies. Theoretical framework of the thesis is formed by social constructivism, role theory and framing effect. The subject of the analysis are speeches of both actors concerning the refugees, their relocation among the European Union member states and its possible impact on security in Europe. Operational code method makes it possible to uncover the individual elements of the presidents’ belief systems and their outlooks on political world. These elements then form the basis for the interpretation of the actors’ own foreign policy role perceptions. The argument is that although the formal competences of the Czech and Slovak Republics’ presidents are almost the same, their real political power depends on their individual instrumental a philosophical propensities, public opinion and political power of other relevant state actors.
