Abstract:

Bakalářská práce osvětluje problematiku přípravy a řízení projektů za účelem čerpání finanční podpory ze strukturálních fondů Evropské unie. Zabývá se stručnou historií EU, osvětluje hlavní teoretická východiska, strategické plány, dokumenty a programy. Představuje základní druhy fondů ESF, vysvětluje účely a metodiku čerpání finanční podpory. Je kvalitním teoretickým, ale i praktickým východiskem pro potenciální žadatele o tuto podporu a objasňuje některé aspekty a podmínky administrativního řízení celého procesu. Poskytuje žadatelům určitý návod, jak projít celým procesem bez zbytečných prodlev, chyb a vysokých nákladů. Jako příklad uvádím region Hlavního města Prahy, který je podporován fondy Evropské unie nejméně. Mým cílem bylo ukázat na konkrétním příkladu, jak lze dosáhnout schválení dotace také v tomto regionu, a dokázat, že pokud se žadatel v celé problematice dobře zorientuje a spolupracuje s odborníky, je možné získat podporu i v Praze. Vycházela jsem z originálních pramenů, podnětů úspěšných žadatelů a názorů odborníků. Jsem si vědoma, že stanovený rozsah bakalářské práce nemůže podat všechny informace vyčerpávajícím způsobem, ale svým originálním náhledem a praktickým zaměřením se může stát vhodným zdrojem informací nejen pro potenciální žadatele, ale i pro všechny ostatní, které problematika čerpání finančních prostředků z Evropské unie zajímá.

Abstract:

This Bachelor’s Thesis puts a light on the problems of preparation and management of projects which are seeking a financial support from the structural funds of the European Union. It deals with a brief history of the European Union and provides an explanation for the main theoretical starting points, strategic plans, documents and programs. It introduces the basic types of the European Structural Funds and explains the purposes and methods of drawing on the financial support. It is a high quality theoretical but also a practical starting point for the potential applicants seeking the support and it brings some aspects and conditions for the administrative handling of the entire process. It provides the applicants with specific instructions on how to go through the entire process without unnecessary delays, errors and high expenses. As an example I am mentioning the case of the Capital City of Prague region which gets a smallest amount of support from the European Unions funds. My intention was to show a practical example of how to achieve the approval of subsidy even in this region and to prove that if the applicant is well-informed about the problems and if the applicant cooperates with the experts, it is possible to obtain support even in Prague. My work was based on the original sources, encouragement from successful applicants, as well as on the opinions of experts. I am aware that the given scope of this Bachelor's Thesis will not be able to provide all information in the maximum extent, but with its original point of view and practical orientation it can become a suitable source of information not only for the potential applicants, but also for all others who are interested in the problems connected with obtaining financial support from the European Union.
