The subjects of eHealth in the Czech Republic in the context of the pandemic covid-19

Abstract:

Aktuálně je v návaznosti na pandemii koronaviru elektronické zdravotnictví často skloňovaným tématem. Předkládaná práce se věnuje problematice e-zdravotnictví v České republice v kontextu pandemie covid-19. Cílem práce je zanalyzovat a porovnat mezi sebou produkty a služby, které se objevily či rozvinuly s příchodem pandemie. První část práce se zabývá definováním základních pojmů, a to nejen z oblasti eGovernmentu a e-zdravotnictví. Následně se práce věnuje problematickým okruhům s důrazem na zabezpečení dat, které je vzhledem k citlivosti informací ve zdravotnictví klíčové. Poslední blok teoretické části se zaměřuje na národní strategii a nově vzniklý zákon o elektronizaci zdravotnictví. V experimentální části je kladen důraz především na popis nově vzniklých produktů pro omezení šíření nákazy, aplikací, ale také na popis dalších zdrojů poskytujících informace o koronaviru. Dále se práce zabývá praktickým využitím telemedicíny a přístupem pojišťoven nejen k jejímu proplácení, ale také k poskytování dalších služeb v této oblasti. Hlavním přínosem této práce je poskytnutí přehledu o vývoji elektronického zdravotnictví v době pandemie koronaviru. V návaznosti na to, že byl schválen zákon o elektronizaci zdravotnictví, lze v budoucnu předpokládat zrychlení i zefektivnění digitalizace.

Abstract:

Currently the eHealth is a frequently discussed topic in the connection with the Coronavirus pandemic. The submitted thesis is discussing the issue of eHealth in the Czech Republic in the context of the pandemic covid-19. The aim of this thesis is to analyze and compare the products and services, which have appeared and have been developing with the arrival of the pandemic. The first part of the thesis is dealing with the definition of basic terms not only from the topic of eGovernment and eHealth. The following chapters are discussing some problematic topics emphasizing the Data Security which is due to the sensitivity of information crucial in the public health. The last block of the theoretical part is focusing on the national strategy and the new law about the electronization of public health. The experimental part is emphasizing mainly the description of newly launched products for limiting the spreading of the contagion, applications but also on the description of other resources providing the information about coronavirus. The thesis is also dealing with the practical usage of telemedicine and the approach of insurance companies not only to the actual refundation but also to the providing of other services in this area. The main contribution of this thesis is to provide an overview of the development of eHealth in the days of coronavirus pandemic. Following the fact that the new law about the electronization of public health has been adopted, the acceleration and the streamlining of the digitalization can be assumed.
