Cyber attacks against Estonian government in 2007 and its impact on the policies of the European Union

Abstract:

Diplomová práce se zabývá kybernetickými útoky na estonskou vládu v roce 2007 a dopady, které tyto útoky měly na politiku Evropské unie. Estonsko patří mezi digitálně nejrozvinutější státy Evropy a už v době útoků bylo na velmi vysoké úrovni v elektronizaci veřejné správy. Útoky na něj tedy měly vážné důsledky. Výzkum je rozdělený do dvou částí. V první části jsou předmětem zkoumání bezprostřední reakce hlavních institucí EU a estonské vlády na tyto útoky. Cílem je porovnat, zda EU reagovala podle požadavků estonské vlády. Druhá část zkoumá dlouhodobé dopady těchto útoků na fungování Evropské unie, konkrétně jak útoky přispěly k přijetí Směrnice Evropského parlamentu a Rady 2013/40/EU ze dne 12. srpna 2013 o útocích na informační systémy a nahrazení rámcového rozhodnutí Rady 2005/222/SVV. Pro tento výzkum bude použita metoda process tracing, jelikož budou zkoumány dopady kybernetických útoků a mapovány i ostatní faktory, které vedly k přijetí Směrnice 2013/40/EU.

Abstract:

The diploma thesis deals with the cyber attacks against Estonian government in 2007 and the impacts on the policies of the European Union. Estonia is one of the most digitally developed countries of Europe. By the time of the attacks, Estonia already had fully established e-government. Cyber attacks against such country have therefore had serious consequences. The research is divided into two parts. The first part deals with immediate reaction of the main institution of the EU and Estonian government to cyber attacks. The aim is to compare requirements of the Estonian government to the EU´s response. The second part examines the long-term effects of these attacks on the functioning of the European Union, to be specific how these attacks have contributed to adoption of the Directive 2013/40/EU of the European Parliament and of the Council of 12 August 2013 on attacks against information systems and replacing Council Framework Decision 2005/222/JHA. The effects of the cyber attacks 2007 and other factors leading to adoption of the Directive 2013/40/EU are examined by the process tracing.
