Trends of civil service reforms in foreign countries

Abstract:

Předmětem diplomové práce Trendy reforem postavení úředníků v zahraničí je umožnit náhled do problematiky postavení úředníků, jež je důležitou oblastí veřejné správy. V teoretické části jsou vymezeny základní pojmy související se specifickým postavením úředníků, systémy jejich postavení a implementované reformy veřejné správy v západních zemích. Praktická část se zaměřuje zejména na Spojené království a Německo na to, jaké reformy veřejné správy realizovaly tyto země a jak se změnilo tamní postavení úředníků. Rovněž jsou uvedeny reformy veřejné správy a změny postavení úředníků v zemích střední a východní Evropy se zaměřením se na Estonsko. Jelikož je téma práce aktuální i z pohledu současné situace v ČR, stručně se práce zmiňuje i o situaci postavení úředníků v tuzemsku. Poslední část práce znázorňuje trendy reforem postavení úředníků ve výše uvedených zemích.

Abstract:

The subject of the master thesis Trends of civil service reforms in foreign countries is to provide insight into the status of civil servants, which is an important part of public administration. Basic terms and systems related to the specific status of civil servants are defined in the theoretical part, their status systems and implemented reforms of public administration in the west countries. The practical part concentrates especially on the United Kingdom and Germany, reforms of public administration, which these countries had implemented and changes in the status of civil servants. There are also mentioned reforms of public administration and changes of the status of civil servants in the central and eastern European countries with the focus on Estonia. Since the theme of the thesis is present from the perspective of the current situation in the Czech Republic, the thesis briefly concentrates on the situation of the status of civil servants in the country. The last part of the thesis concludes the trends of civil service reforms in the above mentioned countries.
