Detecting and Investigating Counterfeited or Altered Public Documents

Abstract:

V předkládané diplomové práci se zabývám problematikou odhalování a zkoumání padělaných, či pozměněných veřejných listin se zaměřením na cestovní doklady. V teoretické části práce jsou vymezeny pojmy daného trestného činu a charakteristika takového protiprávního jednání. Dále je práce zaměřena na ochranné prvky cestovních dokladů, přičemž jsou porovnány i některé ochranné prvky českých i zahraničních dokladů, kde pojednávám o problematice odhalování takto pozměněných listin. V předposlední části se zabývám postupem orgánu činných v trestním řízení, a zároveň zde vysvětluji činnosti, jaké může policejním orgán využít. V závěrečné teoretické části se věnuji odbornému zkoumání, či přizváním znalce ke zpracování znaleckého posudku. V praktické části odhaluji zkušenosti a znalosti policistů v této oblasti, jejich subjektivní pohled na celou problematiku. V neposlední řadě nám tato část ukázala, že povědomí policistů vykazuje nízký stupeň znalosti v této oblasti.

Abstract:

In this Master’s thesis, I deal with the issue of detecting and investigating counterfeited or altered public documents with a focus on travel documents. The theoretical part defines the terms of the given crime and the characteristics of such unlawful conduct. Furthermore, the thesis focuses on the security features of travel documents, comparing the security features of Czech and foreign documents, dealing with the issue of revealing such altered documents. In the penultimate part, I deal with the procedure of the law enforcement authorities, and at the same time, I explain the types of enforcement that the police can use. The final theoretical part is devoted to an expert examination, in other words, inviting an expert to prepare an expert opinion. In the practical part, I reveal the experience and knowledge of police officers in this area, their subjective view of the whole issue. Finally, the theoretical part showed that the police officers possess a low level of knowledge in this area.
