Abstract:

Bakalářská práce se v teoretické části zabývá procesem Reformy Policie České republiky, jehož hlavním cílem je modernizace policejního sboru, který tvoří profesionálně vystupující policisté pracující v odpovídajícím prostředí a sjednocení jejich systému. Reforma Policie ČR se skládá z 10 Pilířů, na kterých je zřejmé jakého dosáhla pokroku od roku 2006. Popisuji zde problematiku zastaralého systému policie, který byl obnoven naposledy v roce 1993, kdy zaniklo Československo. Práce policie byla značně nekoordinovaná a nejednotná. Cílem reformy byly nové legislativní změny v podobě nového zákonu o Policii, nové organizační změny a v neposlední řadě personalistické změny. Policie kladla velký důraz na systematizaci pracovních míst, zajišťování personální stabilizace, na vzdělání a následnou péči o policisty. Díky zřízení nového územního uspořádání PČR nastaly i značné ekonomické změny, které vedly k lepšímu rozdělování finančních prostředků, které nově řídí Policejní prezidium. Došlo ve velkém měřítku k obnovení vozového parku a vývoji nového informačního systému. V teoretické části jsem se hlavně zaměřila na práci policistů s lidmi v terénu, k větší informovanosti a spolupráci. Výsledkem práce je zjištění, že PČR primárně lpí na spokojenosti občanů a v jejich důvěru.

Abstract:

Bachelor thesis in theoretical part deals with the process of reform of the Police of the Czech Republic, whose main objective is to modernize the police force, which consists of professional acting police officers working in an appropriate environment and unify their system. Reform of the Police of the Czech Republic consists of 10 pillars on which it is clear what progress has been made since 2006. Here I describe the issue antiquated system of the police, which was renewed most recently in 1993, when Czechoslovakia ceased to exist. Police work was very uncoordinated and inconsistent. The aim of the reforms was the new legislative changes in the form of the new Police Act, the new organizational changes and finally personalist changes. Police placed great emphasis on the systematization of jobs providing personal stabilization, education and aftercare of policemen. Thanks to the establishment of a new regional structure PČR occurred and significant economic changes that led to a better distribution of funds, which now controls the Police Presidium. There was a large scale renewal of the fleet and the development of a new information system. The theoretical part is mainly focused on police work with people on the ground, to increased awareness and cooperation. The finding is that the PCR primarily clings to the satisfaction of the citizens and their confidence.
