Family policy and support for active fatherhood

Abstract:

Diplomová práce nese název Rodinná politika a podpora aktivního otcovství. Vzhledem k proměnám rodiny a vyššímu zapojení otců v rodině je toto téma aktuální a diskutované jak v české, tak zejména v zahraniční literatuře. Cílem této teoretické diplomové práce je zjistit, zda a jaké nástroje rodinná politika využívá k podpoře aktivního otcovství a navrhnout implikaci pro aktéry rodinné politiky. K naplnění tohoto cíle je využita analýza dostupných českých a zahraničních odborných zdrojů doplněných dále o již zrealizované výzkumy. Prostřednictvím těchto dostupných nástrojů se autorka práce snaží o vhled do aktuální situace a o získání informací o aktuální míře dostupnosti nástrojů směřujících k podpoře aktivního otcovství. Výsledky této teoretické práce přibližují přímé a nepřímé nástroje rodinné politiky, které se snaží o podporu aktivního otcovství. Z hlavních zjištění této práce vyplývá, že nástroje k podpoře aktivního otcovství jsou nedostačující a pro otce představují spíše bariéry. Státní rodinná politika, ale i zaměstnavatelé otcům nedávají příliš šance k tomu, aby trávili s dětmi více času a vykonávali aktivní otcovství. Z důvodu tlaku zabezpečit finančně rodinu a nerovného odměňování mužů a žen na trhu práce se otcům odpírá možnost rozvíjet aktivní otcovství. Teoretická zjištění přináší aktuální obraz o míře dostupnosti nástrojů rodinné politiky usilujících o podporu aktivního otcovství.

Abstract:

This thesis is entitled Family Policy and Support For Active Fatherhood. Due to changes in the family and the increased involvement of fathers in the family, this topic is actual and discussed in both Czech and especially foreign literature. The aim of this theoretical diploma thesis is to find out whether and what instruments family policy uses to support active fatherhood and to suggest implications for family policy actors. In order to achieve this goal, an analysis of available Czech and foreign professional sources is used supplemented by already realized research. Through these available instruments, the author of the thesis seeks to gain insight into the current situation and to obtain information about the current level of availability of instruments aimed at supporting active fatherhood. The results of this theoretical work provide an overview of direct and indirect family policy instruments that seek to support active fatherhood. The main findings of this thesis show that the instruments to support active fatherhood are insufficient and are rather barriers for fathers. State family policy, as well as employers, do not give fathers much of a chance to spend more time with their children and practice active fatherhood. Due to the pressure to secure the family financially and the unequal pay of men and women in the labor market, fathers are denied the opportunity to develop active fatherhood. Theoretical findings provide an up-to date view of the availability of family policy instruments to promote active fatherhood.
