The role of road tax in the environmental policy of the European Union countries

Abstract:

Diplomová práce se zabývá využíváním environmentálních prvků při zdaňování vlastnictví osobních automobilů v zemích Evropské unie. V literární rešerši jsou vymezeny negativní dopady silniční motorové dopravy a nástroje jejich regulace. Dále je definován právní rámec Evropské unie stylizující střednědobé a dlouhodobé cíle vážící se k této problematice. Nedílnou součástí diplomové práce je analýza vozových parků a systémů silniční daně v zemích Evropské unie ve vazbě k vymezené kategorii vozidel. V návaznosti na provedené analýzy jsou formulovány návrhy environmentálního zdanění osobních vozidel v České republice z titulu jejich vlastnictví.

Abstract:

The diploma thesis deals with the use of environmental elements in the taxation of car ownership in the member states of European Union. In the literature search the negative impacts of road motor transport and the instruments of their regulation are defined. Further on, the author deals with the legal framework of the European Union related to this issue. An integral part of the diploma thesis is the analysis of vehicle fleets and road tax systems in the EU countries in relation to the defined vehicle category. Following the analyses, proposals for environmental taxation of passenger vehicle ownership in the Czech Republic are formulated.
