Reform of pension system in the context of current trends

Abstract:

Stárnutí obyvatelstva. Neudržitelnost. Důchodová reforma. Kauzalita, která je nám všem velice dobře známá. Ke skutečné důchodové reformě ovšem stále nedochází. Mnoho lidí již ztrácí víru v to, že by se objevil takový návrh reformy, který by uspokojil jak kazatele vyrovnaného rozpočtu, tak i sociální demokraty hájící zájmy sociálně slabých. Současná vláda deklarovala reformu důchodů jako jeden ze svých hlavních cílů, který poté delegovala na nově ustavenou Komisi pro spravedlivé důchody. Otázkou je, zda je návrh této Komise, předložený v lednu 2020, tou spásnou cestou, kterou Česká republika hledá. Tato bakalářská práce se na tuto otázku pokusí odpovědět, a to pomocí analýzy dokumentů a samotného návrhu. Cílem práce bylo zjistit, zda návrh naplňuje principy spravedlnosti a udržitelnosti a dále identifikovat problematické a imperfektní části návrhu s odkazem na jejich alternativní řešení. Analýza probíhala na základě metody desk research se zaměřením na sekundární volně dostupná data. Výsledky práce poukázaly na skutečnost, že se návrh tématu udržitelnosti věnuje pouze okrajově a v nedostatečné míře. Spravedlnosti, resp. míře zvyšování důchodů, je věnována mnohem větší pozornost, ale i zde jsou některé problematické pasáže. Závěrem práce je usouzeno, že návrh Komise nepředstavuje vzhledem k inherentním nedostatkům vhodný scénář pro důchodovou reformu v ČR. Zároveň je apelováno na nutnost skutečně se koncentrovat na otázku udržitelnosti systému a přistoupit k reformním krokům, a to v co možná nejkratším časovém horizontu.

Abstract:

The aging of the population. Unsustainability. Pension reform. Causality, which is very well known to all of us. The pension reform is, however, still not happening. Many people have already lost faith that a proposal will emerge that would satisfy both the protagonists of a balanced budget and the social democrats who protect the interests of the socially disadvantaged. The current government has declared pension reform as one of its main objectives, which has then been delegated to the newly established Commission for Fair Pensions. The question is whether the Commission's proposal, presented in January 2020, is the rescue route that the Czech Republic is looking for. This bachelor's thesis will try to answer this question, using document analysis and the proposal itself. The work aimed to find out whether the proposal meets the principles of justice and sustainability and to further identify problematic and imperfect parts of the proposal with reference to their alternative solutions. The analysis was based on the desk research method with a focus on secondary freely available data. The results of the work pointed to the fact that the proposal addresses the topic of sustainability only marginally and to an insufficient extent. Much more attention is paid to justice, to pension increase particularly, however, even here are some problematic passages. The work concludes that the Commission proposal does not, due to the inherent imperfections, represent a suitable scenario for pension reform in the Czech Republic. At the same time, there is a call for the need to truly focus on the issue of the system‘s sustainability and to take reform steps in the shortest possible time horizon.
