Comparison of the principle of solidarity and meritoriousness on the example of the payment of sickness benefits and sickness insurance in the Czech Republic, Sweden and the United Kingdom in 2019

Abstract:

Bakalářská práce analyzuje systémy nemocenského pojištění a náhrady mzdy v České republice, Švédsku a Velké Británii. Rozdíly mezi systémy pocházejí z odlišného postoje k sociální politice státu. Česká republika a Švédsko spadá pod model sociálně demokratický a redistributivní, zatímco Velká Británie pod reziduální a liberální. V českém a švédském systému sledujeme značnou solidaritu z pohledu chudý – bohatý, ale také zdravý – nemocný. Naopak systém Velké Británie vychází z myšlenky individuální odpovědnosti, a proto stát není příliš štědrý při výplatě dávek. Výsledkem je vyšší procentuální náhradový poměr při výplatě náhrady mzdy i nemocenských dávek vůči běžnému platu jedince v České republice a Švédsku. Tyto země jsou schopny nahradit ušlý příjem jedince ve vyšší míře. Ve Velké Británii je díky nízké podpoře ze strany státu a zaměstnavatele ohrožen jedincův blahobyt.

Abstract:

The bachelor thesis analyzes the systems of health insurance and wage compensation in the Czech Republic, Sweden and Great Britain. The differences between the systems come from a different attitude to the social policy of the state. The Czech Republic and Sweden fall under the social democratic and redistributive model, while the United Kingdom falls under the residual and liberal model. In the Czech and Swedish systems, we observe considerable solidarity from the point of view of the poor - rich, but also healthy - sick. On the contrary, the UK system is based on the idea of individual responsibility, and therefore the state is not very generous in paying benefits. The result is a higher percentage compensation ratio when paying compensation of wages and sickness benefits to the current salary of an individual in the Czech Republic and Sweden. These countries are able to compensate for a lost income of an individual to a greater extent. Thanks to the low support from the state and the employer in the UK is individual well-being endangered.
