Saudi Arabia as actor of proliferation of nuclear weapons

Abstract:

Tato diplomová práce se zabývá Saúdskou Arábií jako potenciálním aktérem proliferace jaderných zbraní. Cílem práce je zjistit, které faktory Saudskou Arábii v úsilí získat jaderné zbraně podporují a které ji naopak od toho odrazují. Práce také krátce pokrývá současný vývoj Saúdské Arábie ve vztahu ke statusu tzv. jaderné latence. K tomu využívá teoretický rámec Scotta Sagana a Stephena Meyera. Bylo zjištěno, že nejdůležitějšími motivačními faktory jsou zahraničně-bezpečnostní faktory, zejména ty, které se vztahují přímo k íránskému jadernému programu. Nejdůležitějšími odrazujícími faktory jsou mezinárodně-právní závazky a spojenec s jadernými zbraněmi. Podle dostupných otevřených zdrojů Saúdská Arábie není země s latentní jadernou kapacitou.

Abstract:

This diploma thesis deals with Saudi Arabia as a potential actor of proliferation of nuclear weapons. The goal of the thesis is to find out which factors would support Saudi Arabia in its effort to acquire nuclear weapons or dissuade it from doing so. It also shortly covers Saudi Arabia’s current technological development concerning so called nuclear latency status. To find out, we use the theoretical framework of both Scott Sagan and Stephen Meyer. It has been discovered that the most important motivational factors are international security factors, especially those directly related to Iran’s nuclear program. The most important dissuasive factors are international legislative commitments and nuclear ally. According to available public data, Saudi Arabia cannot be perceived as a country with latent nuclear capacity.
