Eastern Partnership as normative initiative of European Union; case study Azerbaijan

Abstract:

Předkládaná práce se zabývá tématem Evropské unie a její rolí v mezinárodních vztazích. Působení EU ve světě budeme analyzovat pohledem konceptu normativní moci dle Iana Mannerse, který tvoří teoretický rámec práce. Otázkou, na kterou se snažíme odpovědět, je, zda můžeme EU považovat za normativního aktéra či nikoliv. Práce se soustředí na dvě roviny problematiky. V první řadě analyzuje Východní partnerství jako program vnější spolupráce, a tedy působení EU Druhou rovinou je případová studie. Text práce se zabývá konkrétními vztahy EU a Ázerbajdžánu, cílem je poskytnou hlubší vhled do problematiky. Ázerbajdžán byl vybrán právě proto, že je nejenom partnerským státem EU ve Východním partnerstvím, ale jeho spolupráce s unií má některé velmi specifické rysy zapříčiněné mimo jiné i bohatstvím Ázerbajdžánu na nerostné suroviny. Pro co nejkomplexnější zachycení a analýzu těchto otázek, jsou v textu použity dva metodologické nástroje, obsahová analýza, kvantitativní i kvalitativní, a process tracing. Obsahovou analýzu nejprve aplikuje na oficiální dokumenty Východního partnerství. V případové studii zaměřené na Ázerbajdžán pak aplikujeme obsahovou analýzu i metodu process tracing.

Abstract:

Master thesis is focusing on the theme of EU and its role in international relations. It analyses the role of EU through the lenses of the concept normative power originaly formulated by Ian Manners. This concept is key theoretical framework for the text. The main question, we would like to answer, is, is it possible to consider EU as normativ power in international relations or not? The text could be divided into two levels. The first lavel is focusing on Eastern Partnership, EU program for external cooperation. The second level is case study. This part of the text is interested in the concrete relationship between EU and Azerbaijan. The purpose of this is to provide complex view of the issues. Azerbaijan was chosen because of this country is not only partner of EU in the framework of Eastern Parnership, but its relationship with EU has also very specific characteristics. The text uses two methodological tools for providing as the most complex picture of the issues as possible. These two tools are quantitative and qualititave content analysis and process tracing. Content analysis is applied on the official documents of Eastern Partnership. Content analysis and process tracing are applied in the case study.
