Local referendum - Let´s save the hospital for all of us

Abstract:

Diplomová práce "Místní referendum - Zachraňme nemocnici nám všem" se věnuje přípravě, průběhu a výsledku místního referenda v Litoměřicích ve věci uvažované změny vlastnictví zdejší nemocnice v roce 2019. Cílem práce je definovat faktory, které vedly k platnému a závaznému výsledku hlasování a k tomu zjistit, zda byly příznivé faktory ve městě využity a nepříznivé předpoklady překonány. Dílčím cílem je vymezit bariéry místního referenda v daném případě. V práci byla aplikována metoda vztahové a obsahové analýzy, doplněné o rozhovory. Zjištěnými (a ve vztahu k obecným předpokladům potvrzenými) faktory bylo téma referenda, občanská komunita a aktivita a vedená kampaň. Nově vymezeným faktorem se staly emoce i problémy informovanosti a "ukradené referendum". V konečném zhodnocení místního referenda jsou formulována doporučení, která mohou být využita jinými obcemi a iniciátory referend.

Abstract:

This thesis "Local referendum - let's save the hospital for all of us" is focused on the arrangement, development and the final result of the local referendum held in 2019 in Litoměřice city to determine a possible change of the ownership of the local hospital. The aim of this thesis is to define factors that led to a valid result of the referendum as well as to decide whether all the advantageous factors were reached, and the adverse factors overcome there. The partial aim of the thesis is to specify obstacles the local referendum had to deal with during its execution. The relational and content analysis followed by interviews were all used in this thesis. Discovered factors, that are generally confirmed, were concerning the subject of a referendum, civic community and its participation and the conducted campaign. Newly discovered factors in a form of human emotions, difficulty to deliver and spread the awareness regarding the referendum and "the stolen referendum" matter occurred during the research process. The final evaluation of the Litoměřice's referendum includes further recommendations for towns or other initiators planning or preparing a referendum in the future.
