Development in life insurance and trends on insurance markets of European Union

Abstract:

Pojistný trh států Evropské unie celkem i v životním pojištění lze poměřovat různými kritérii, tradičně však zejména předepsaným pojistným a pojištěností. Zásadní význam pro vývoj životního pojištění ve státech Evropské unie, mají změny na kapitálových trzích a důchodové systémy. Podstatný je vliv státu, tedy regulace, projevující v legislativě a samozřejmě ve svém důsledku i v dozorových aktivitách. Tou poslední velkou změnou, která je připravována v podobě směrnice Evropských společenství je projekt Solvency II. Vývoj pojistných trhů v životním pojištění je posuzován, shodně s materiály CEA, na bázi porovnání výsledků původních pojistných trhů, tzv. starých patnácti zemí a přistoupivších deseti nových pojistných trhů Evropské unie. Nejsou zohledněny dva nové státy Evropské unie, Bulharsko a Rumunsko, protože nejsou k dispozici relevantní údaje. Jedním ze zjištění je obdobný vývoj Evropské unie a České republiky v upřednostňování podílu investičního životního pojištění na životním pojištění celkem. Rozdílný vývoj je zřejmý při porovnání penzijních systémů. Neexistence druhého pilíře důchodového systému v České republice snižuje možnost využití pojišťoven v systému. Z hodnocení vývoje trhů životního pojištění členských zemí Evropské unie, i při jejich rozmanitosti, lze pro Českou republiku některá zjištění využít a předpokládat, že životní pojištění ve svých rizikových produktech i v produktech spořících je stále v počátku svého rozšíření. Za nezbytnou je třeba považovat podporu životního pojištění státem, např. v daňové oblasti a v možnostech využití pojistných produktů ve struktuře důchodového systému.

Abstract:

The insurance market in EU in total and in life insurance can be measured by different quality tools, but mainly indicators of premium written and insurance density are used. The main changes can be seen on capital markets and pension system in the development of life insurance in the EU states. It is necessary to mention, there is always a big impact of the state role, above all in legislative and supervision area. One of the most important part on the insurance market of EU is the Directive Solvency II. which will be settled soon. Development of the insurance market of EU is based on comparison of original insurance markets, that means on the performance of their old 15 states, and new coming states, counting 10 of them by now. Bulgaria and Romania are not mentioned, therefore relevant data are not available. One of the main results is that life insurance in the CR is performing as it performed in EU before. Mainly the share of Unit-linked on life insurance in total. On the other side, we may observe, that our pension system development is rather different than in EU. The missing II. pillar is a reason why the involvence of insurance companies in this system is on a low level. There are some recommendations which can be used for the CR insurance market, based on evaluation of the mentioned development in EU. It is a fact, that our life insurance products are still in process. The state support must played a very important role in it. They may help to increase the importance of life insurance, e.g. made by changes in taxes area and possibility to take advantage of insurance products in our pension system.
