Ways of spectator violence prevention in the region of Ostrava

Abstract:

Na základě vlastních zkušeností, pracovní činnosti a zejména zájmu podílet se na reformách bezpečnostních opatření, jakoţto dílčího článku k dané problematice, jsem psal diplomovou práci na téma ?Formy prevence diváckého násilí v regionu Ostrava?. Cílem diplomové práce bylo popsat pojem diváckého násilí, projevy, ovlivňující aspekty, či moţnou prevenci ze strany dotčených subjektů, a to v městě Ostrava. Předmětná práce je rozdělena do dvou částí, kompilační a empirické. Kompilační část je rozdělena na několik kapitol. Kaţdá kapitola má své opodstatnění a plně koresponduje s empirickou částí dané práce. V kompilační části charakterizuji divácké násilí, historii a ovlivňující aspekty. Také popisuji tři inkriminovaná místa, která jsou vyhledávaným prostředím ze stran narušitelů a událostí spojených s riziky diváckého násilí. Zejména se v této části zabývám činnosti dotčených stran, a to sluţební činnosti Policie České republiky, pracovní činnosti stráţníků Městské policie Ostrava a pořadatelskou činností. Prezentuji jejich opatření a preventivní kroky k eliminaci rizik. Teoretická část obsahuje relevantní informace k výstavbě nového stadionu a technického zabezpečení, které jsou realizovány dle zkušeností ze zahraničí a taktéţ dle vlastních postřehů, které byly analyzovány po negativních událostech. Druhá část, empirická, je výzkumná k dané problematice. Cílem výzkumu bylo, zjistit skutkový stav věci k bezpečnostní situaci během sportovních aktivit v městě Ostrava, kladné a záporné fakta, či navrţená dílčí opatření a prevenci. V závěru své diplomové práce čtenáři shrnuji relevantní skutečnosti a prezentuji opatření dle realizované analýzy získaných dat, a to v souvislosti s provedeným výzkumem, ve kterém jsem vyuţil kvantitativní a kvalitativní metody.

Abstract:

I wrote my final thesis ??The Forms of the Prevention of Spectator Violence in the Region Ostrava??on the basis of my own experience, professional activity and mainly the interest in the participation in the reforms of safety measures as a partial article about this topic. The aim of the final thesis was to describe the term spectator violence, typical features, influencing aspects or possible prevention from the side of the mentioned subjects in the city Ostrava. The final thesis is divided into two parts, compilation and empirical one. The compilation part is divided into several chapters. Each chapter has its good reason and corresponds fully with the empirical part of this thesis. In the compilation part, the spectator violence, history and influencing aspects are characterized. I describe also three places which are looked up as surroundings by intruders and events connected with the risks of spectator violence. In this part, I occupy myself particularly with the activity of the affected sides and this is the service activity of the Police of the Czech Republic, professional activity of the policemen of City Police Ostrava and organizing activity. I present their measures and preventive steps to the elimination of the risks. The theoretical part contains the relevant information about the development of the new stadium and technical security which is realized according to experience of foreign and own reflection which was analysed after negative events. The second part is an empirical and research one. The aim of the research was to realize the factual state of the thing of the safety situation during sport activities in the city Ostrava, positive and negative facts or partial measures and prevention. At the end of the final thesis, I summarize the relevant reality and present the measures according to realized analysis of reached facts in connection with the done research where I used qualitative and quantitative methods.
