Rent deregulation in Prague and its impacts: Comparison with selected world metropolises

Abstract:

Diplomová práce se zabývá problematikou probíhající deregulace nájemného a jejích dopadů v hlavním městě Praze. Ve snaze získat představu, jak řeší problematiku regulace trhu s byty v zahraničí, práce nejprve popisuje zkušenosti čtyř velkých metropolí z Evropy a USA. Jak z provedené analýzy vyplývá, každé ze sledovaných měst má zkušenost s nějakou formou a mírou regulace nájemného, ať už cenovou, nebo legislativní. Každý uplatňovaný model má svá specifika a koncepce bytových politik je úzce spjata s historickým vývojem a tradicí. Klíčovou část práce uvozuje nástin historie a soudobé praxe nájemního bydlení v České republice včetně analýzy platné legislativy. Současná situace v Praze je charakterizována výrazným útlumem nabídky nájemního bydlení a posilováním bydlení vlastnického, neexistencí promyšlené, dlouhodobé bytové politiky a udržitelného systému regulace nájemního bydlení, který by zajišťoval stabilní vztahy mezi nájemci a pronajímateli. Dlouhodobě neřešená a následně prudká deregulace nájemného v kombinaci s nedostatkem adekvátní nabídky nájemních bytů podstatně posiluje nejistotu na tomto trhu. Závěrečná část práce rozebírá možné sociální dopady uvolnění cen nájemného na jednotlivé skupiny domácností.

Abstract:

This diploma thesis is dealing with questions of proceeding rent deregulation and its impacts in Czech capital of Prague. In an effort to get the idea how they deal with problems of rental apartment market abroad, at first the thesis describes experiences of four separate metropolises in Europe and in the U.S.A. From executed analysis is evident that each of these big cities has its own experience with some form and measure of rent control, either price or legislative. Each of alleged models has its own specifics and the concept of housing policy is closely adherent to respective historical development and local tradition. The key part of the thesis introduces an outline of history and contemporary practice of rental politics in the Czech Republic including the analysis of sound legislative. The contemporary situation in Prague is characterized by pronounced decrement in apartments-for-rent offer, by emphasis on homeownership, a non-existence of deliberate long-term housing policy and sustainable system of rent control that would provide a healthy relationship between the tenant and the landlord. Long time unsolved and subsequently sudden rental deregulation in combination with absence of adequate housing offer strengthens the insecurity at this market. The final part of the thesis analyses the possible social impacts of freeing the rent prices on separate groups of households.
