The health impacts of air pollution in the Ostrava region and their economic consequences

Abstract:

Zaměření disertační práce vychází z potřeby identifikace a kvantifikace externích nákladů ze znečištění ovzduší, které negativně působí na zdravotní stav obyvatel. Předmětem oceňování jsou nemoci akutní zánět nosohltanu, akutní zánět průdušek a astma bronchiale, které v souvislosti se znečištěním v Ostravě vykazovaly nejvyšší incidenci nebo prevalenci. Cílem disertační práce je tedy identifikovat náklady nemocnosti a zjistit výši dodatečných společenských nákladů nemocnosti dýchacích cest u dětské složky populace od narození do 15 let v Ostravě v porovnání s výskytem těchto onemocnění v ČR. Odhad společenských nákladů vychází z obecného přístupu Willingness To Pay (WTP), prostřednictvím kterého se odhaduje, kolik je společnost ochotna a schopna zaplatit za vyhnutí se určitému druhu onemocnění. Jeho celková hodnota je tvořena skutečně vynaloženými náklady spojenými s léčbou onemocnění a nepřímými náklady spojenými se ztrátou produktivity vyjádřenými pomocí metody Cost Of Illness (COI), náklady vyvolanými výdaji na odvrácení onemocnění zjištěnými prostřednictvím metody preventivního chování a ztrátou užitku způsobenou bolestí nebo nemožností vykonávat běžné aktivity získané netržní metodou kontingentního oceňování. Pomocí tohoto přístupu byly kalkulovány dodatečné náklady související s léčbou onemocnění ve výši cca 0,6 mld. Kč ročně, což představuje přibližně 0,5 % regionálního HDP Ostravy.

Abstract:

The focus of the dissertation is based on the need to identify and quantify the external costs of air pollution that negatively affect the population's health. The subjects of valuation are acute nasopharyngitis, acute bronchitis and bronchial asthma. The illnesses showed the highest incidence or prevalence in connection with pollution in Ostrava. The aim of this dissertation is, therefore, to identify the costs of morbidity and to determine the amount of additional social costs of respiratory morbidity in the child component of the population from birth to 15 years in Ostrava compared to the incidence of these diseases in the Czech Republic. The social cost estimate is based on the general Willingness to Pay (WTP) approach, which identifies how much a society is willing and able to pay to avoid a certain type of disease. Its total value is made up of s the total value of which is the actual cost of disease treatment and loss of productivity expressed by the Cost Of Illness (COI), the cost of spending to avert the disease identified through the preventive behavior method and the loss of benefit caused by pain or the inability to perform normal non-market based contingent valuation activities. This approach was used to calculate additional costs related to the treatment of the disease for approximately CZK 0.6 billion per year, which represents about 0.5% of the regional GDP of Ostrava.
