Financial Aspects of Direct Presidential Elections in Europe

Abstract:

Diplomová práce se věnuje financování přímých prezidentských voleb v Evropě. Autor se soustředí na příjmové a výdajové limity v jednotlivých státech. K analýze používá komparativní studii a snaží se postihnout společné a rozdílné rysy limitů ve vybraných státech. Cílem textu bylo zjistit, jaké jsou tendence a trendy ve financování kampaní a jakým způsobem upravují státy legislativně tuto problematiku. Na základě výsledků autor dospěl k názoru, že ve většině států převládá státem kontrolovaný model financování volebních kampaní, tak jak jej definuje Magnus Ohman. Kyperská republika je jediným evropským příkladem autonomního modelu. Transparentní model zastupuje pouze Finsko. I u těchto států se však předpokládá, že bude postupně prosazen princip zákazu anonymních darů a budou zavedeny příjmové a výdajové limity na kampaně jako v ostatních státech.

Abstract:

The thesis deals with funding of direct presidential elections in Europe. The author focuses on the revenue and spending limits in individual states. The analysis uses comparative study in an attempt to detect common and different features limits in selected states. The text aims to find out tendencies and trends in campaign financing and the way in which states regulate this issue legislatively. Based on the results, the author concludes that the state-controlled model of election campaign financing, as defined by Magnus Ohman, prevails in most states. The Republic of Cyprus is the only European example of the autonomous model. The transparent model is represented only by Finland. Even in these countries, however, it is expected that prohibition of anonymous donations will be gradually put through and revenue and spending limits in campaigns will be introduced, as is the case in other states.
