Market, state and citizen in point of view of changes in security policy and the transformation of Czech society and economy

Abstract:

Bakalářská práce se věnuje tématu transformace bezpečnostního systému ČR po roce 1990. V práci je uvedeno, jak probíhal proces ekonomické, politické a bezpečnostní transformace. Pozornost je zaměřena na změnu postavení občana a státu při přechodu od totality k demokracii a jeho zhodnocení. K tomu je využit model Pestoffova trojúhelníku, který vysvětluje vztahy mezi státem, trhem a občanem během transformace. K zhodnocení transformace bezpečnostního systému je využita analýza strategických dokumentů a analýza programových prohlášení vlád ČR po roce 1990. Z analýzy programových prohlášení vlád vyplývá, že vlády do roku 2004 věnují více pozornosti vnější bezpečnosti a od roku 2004 je kladen větší důraz na oblast vnitřní bezpečnosti státu. Oblasti vnější bezpečnosti pak levicově orientované vlády věnují dvakrát více pozornosti než vlády pravicové. Analýza strategických dokumentů došla k závěru, že oblasti vnitřní bezpečnosti týkající se ochrany obyvatelstva byla pozornost věnována až od roku 2002 a v oblasti vnější bezpečnosti týkající se výstavby ozbrojených sil vzniklo nejvíce dokumentů v období vlády Petra Nečase (20102013). Z analýz ekonomické transformace pomocí indexu ekonomické svobody a změn ve strukturách vlastnictví vyplynulo, že došlo k snížení role státu v ekonomice.

Abstract:

The topic of this bachelor thesis is dedicated to the transformation of the security system of the Czech Republic after 1990. Particularly, the process of economic, political and security transformation is described. The attention is focused on the change of the citizen´s and state´s status in the transition from the communism to democracy and its evaluation. For this, the model of Pestoff´s triangle model, which explains the relationship among the state, market and citizen during the transformation, is used. To evaluate the transformation of the security system, the analysis of strategic documents and the analysis of the programme statements of governments of the Czech Republic after 1990. From the programme statements arises that up to 2004 governments focused on the external security, whereas since 2004 the focus has been on the internal security of the state. Moreover, the left-wing governments pay twice more attention to the external security than the right-wing ones. The analysis of the strategic documents showed that the topics of the internal security concerning the protection of inhabitants were in the centre of the focus up to 2002, while most of the documents regarding armed services were created in the period of Petr Nečas´ governance (20102013). Analysis of economic transformation by using Economical Freedom Index and changes in ownership structure has shown, that role of state in economic has been decreased.
