Securitization of migration in the Czech republic and in Slovenia

Abstract:

Tato diplomová práce se zabývá sekuritizací migrace, procesem, během kterého dochází k artikulaci migrace jako bezpečnostního problému či existenční hrozby pro identitu státu, společnosti či jiného objektu. Práce přistupuje k problematice sekuritizace migrace z hlediska foucaultovské diskursivní analýzy a analyzuje migrační a bezpečnostní politiku České republiky a Republiky Slovinsko, díky čemuž má i komparativní rozměr. Zkoumán je oficiální diskurs migrační a bezpečnostní politiky a to tak, jak je artikulován v jejich oficiálních dokumentech. Předpokladem zde je, že se tvůrci politik nacházejí ve větší politické a veřejné sféře, a že jimi artikulované reprezentace čerpají z artikulací velkého množství jednotlivců, institucí i médií. První část práce se věnuje metodologii foucaultovské diskursivní analýzy a souvisejících konceptů z oblasti poststrukturalismu. V druhé části věnující se analýze způsobu enunciace migrace jako diskursivního objektu je sekuritizace představena jako proces úzce související s bezpečnostním aparátem společnosti. Třetí část práce pak prostřednictvím analýzy diferenciací, transformací a kontinuit uvnitř diskursu představuje jak význam role evropské integrace na proces sekuritizace migrace, tak i funkci migrace jako uzlového bodu v širším bezpečnostním diskursu.

Abstract:

This thesis deals with securitization of migration, the process by which migration is articulated as a security problem or an existential threat to the identity of state, society or another object. The thesis approaches the problem of securitization of migration through a lens of Foucauldian discourse analysis and analyses the migration and security policies of the Czech Republic and the Republic of Slovenia, thus, having a comparative dimension. It analyzes the official discourse of migration and security policies as it is articulated in its official documents. The presumption here is that policymakers are located within a wider political and public sphere, and that the representations they articulate draw from articulations of many individuals, institutions and media. The first part deals with the methodology of Foucauldian discourse analyses and related concepts in the field of poststructuralism. The second part analyzes the mode of enunciation of migration as a discursive object and introduces securitization as a process closely related to the security apparatus of society. Through an analysis of differentiations, transformations and continuities within the discourse, the third part introduces the importance of European integration on the securitization of migration, and the function of migration as a nodal point in a broader security discourse.
