Preparedness of the Volunteer Fire Brigade for natural disasters in the Děčín region

Abstract:

Anotace: Bakalářská práce se zabývá v teoretické části právním základem upravující danou problematiku. Popisem jednotlivých živelních pohrom, které se opakují v regionu Děčínska, kterými jsou povodně a záplavy, silný vítr a lesní požáry. Dalším tématem je způsob zakládání sborů dobrovolných hasičů a zřizování jednotek sborů dobrovolných hasičů. Dále rozebírá právní základ a zabývá se problematikou sborů dobrovolných hasičů v Německu jako je jejich popis a fungování se srovnáním se situací v České republice. Celá část je uzavřena a zhodnocena pomocí dílčího závěru. Druhá část práce se samostatně věnuje metodám, které byly v práci využity. Praktická část popisuje historii a charakteristiku celého regionu Děčínska a charakteristiku území vybrané jednotky. Zabývá se výčtem živelních pohrom a jejich stručným popisem, které na území Dolní Habartice nastaly v minulosti. Na základě charakteristiky obce a zjištěným stavem živelních pohrom, které na tomto území nastaly jsou stanoveny možné zdroje ohrožení. V práci jsou vymezeny kategorie, podle kterých je následně zhodnocena připravenost jednotky Sboru dobrovolných hasičů v Dolních Habarticích. Posledním bodem je na základě předchozích informací zpracování možných návrhů na zefektivnění připravenosti Sborů dobrovolných hasičů na živelní pohromy.

Abstract:

Annotation: The bachelor thesis deals in the theoretical part with the legal basis governing the given issue. A description of individual natural disasters that are repeated in the Děčín region, which are floods and floods, strong winds and forest fires. Another topic is the method of establishing volunteer fire brigades and establishing units of volunteer fire brigades. It also discusses the legal basis and deals with the issue of volunteer fire brigades in Germany as their description and functioning compared to the situation in the Czech Republic. The whole part is closed and evaluated by means of a partial conclusion. The second part of the thesis deals separately with the methods that were used in the work. The practical part describes the history and characteristics of the entire Děčín region and the characteristics of the territory of the selected unit. It deals with a list of natural disasters and their brief description that occurred in the teritoria of Dolní Habartice in the past. Based on the characteristics of the municipality and the identified state of natural disasters that have occurred in this area, possible sources of threat are determined. The thesis defines the categories according to which the readiness of the volunteer fire brigade unit in Dolní Habartice is subsequently evaluated. The last point is, based on previous information, the elaboration of possible proposals to streamline the preparedness of volunteer fire brigades for natural disasters.
