American Samoa - Political Status and Future

Abstract:

Americká Samoa je zámořským území USA. Jedná se o samosprávné organizované a neinkorporované území. Neinkorporované proto, že pro něj neplatí všechny americké zákony a samosprávné proto, že mají vlastní vládu, která je organizovaná aktem Kongresu. USA však neschválily žádný zákon, který by vymezil přesné politické vztahy mezi Americkou Samoou a USA a zároveň určil formu vlády Americké Samoy. Americká Samoa se již několik let snaží o větší autonomii. Jaký bude politický status Americké Samoy v budoucnu není známo, ale svým silným vlastenectvím vůči USA bude nejspíš chtít zůstat jejich součástí. Existuje také možnost, že by se Americká Samoa mohla vrátit zpět k dnes nezávislé Samoy. Ale vzhledem k současnému vztahu mezi Samoou a Americkou Samoou to nevypadá, že by mělo dojít ke sloučení. V současné době společně vytváří ekonomickou integraci. Nejmenší pravděpodobností je její nezávislost, neboť místní ekonomika není natolik soběstačná a stabilní, aby se dokázala rozvíjet bez finanční pomoci USA. Zároveň si USA bude snažit Americkou Samou udržet pro její strategickou polohu.

Abstract:

American Samoa is a transatlantic area of the USA. It is self-governing organized and unincorporated area. It is unincorporated because not all the American laws are valid there. And it is self-governing organized area because American Samoa has own government which is organized by Act of Congress. USA has not passed any law yet which would define strict political relationship between the USA and American Samoa and at the same time define the form of government in American Samoa. For several years, American Samoa has been trying to receive larger autonomy. What the political status of American Samoa will be in the future is not known. However, because of the strong nationalism towards the USA, it would probably stay its part or there is also the possibility that it could become the part of nowadays independent Samoa again. Nevertheless, considering the relationship between Samoa and American Samoa it doesn´t seem that they are going to be unified. These days they form the economic integration together. The least probable seems to be the independency of American Samoa because the local economy is not steady and self-sufficient enough to be able to develop without the financial support of the USA. At the same time, the USA will make effort to keep the American Samoa because of its strategic location.
