Ensuring the security of a football stadium as a soft target

Abstract:

Diplomová práce se zabývá problematikou zajištění bezpečnosti fotbalového stadionu jako měkkého cíle. Teoretická část popisuje legislativní vymezení řešené problematiky a rozebírá základní pojmosloví, vybrané hrozby na fotbalovém stadionu, organizaci fotbalového utkání, rizikovost fotbalových utkání a subjekty zajišťující bezpečnost na fotbalovém stadionu. Cílem je na základě analýzy vybraných hrozeb navrhnout opatření ke snížení vzniku rizika vybraných hrozeb. Výzkumné šetření bylo zaměřeno na pohled české veřejnosti a příslušníků Policie České republiky. Vyhodnoceny jsou vybrané hrozby na českých fotbalových stadionech, role pořadatelské služby při zajištění bezpečnosti v rámci útoku na měkký cíl, komparace pořadatelské služby a Policie České republiky, vlastní dotazníkové šetření určené české veřejnosti, vyhodnocení kriminality na fotbalovém stadionu „CFIG Arena“ v Pardubicích a „Fortuna Areně“ v Praze a vyhodnocené řízené rozhovory s příslušníky Policie České republiky. Na základě těchto zjištění jsou vytvořena praktická doporučení a návrhy, které mohou snížit vznik rizika vybraných hrozeb na fotbalových stadionech.

Abstract:

The thesis deals with the issue of ensuring the safety of a football stadium as a soft target. The theoretical part describes the legislative definition of the issue and discusses the basic terminology, selected threats in the football stadium, the organization of football matches, the risk of football matches and entities providing security in the football stadium. The aim is to propose measures to reduce the risk of selected threats based on the analysis of selected threats. The research investigation was focused on the perspective of the Czech public and the members of the Police of the Czech Republic. The selected threats at Czech football stadiums, the role of the organizing service in providing security in the context of a soft target attack, a comparison of the organizing service and the Police of the Czech Republic, a self–administered questionnaire survey addressed to the Czech public, an evaluation of crime at the football stadium "CFIG Arena" in Pardubice and "Fortuna Arena" in Prague, and evaluated guided interviews with members of the Police of the Czech Republic are evaluated. On the basis of these findings, practical recommendations and suggestions are made that can reduce the risk of selected threats at football stadiums.
