Common Security and Foreign Policy of the European Union: Issues of Humanitarian Intervention

Abstract:

Tato diplomová práce se zabývá otázkami souvisejícími s pozicí EU v systému kolektivní bezpečnosti OSN z hlediska realizace humanitárních intervencí. První část se zabývá odklonem nahlížení na hrozby světovému míru od konfliktů mezinárodních ke konfliktům vnitrostátním. Na základě tohoto posunu je pak definován koncept humanitární intervence pro tuto práci.Teoretická východiska pro realizaci intervence jsou analyzována z hlediska politických a hodnotových hledisek.Druhá část práce zkoumá Na základě těchto hledisek pozici EU v rámci společné zahraniční a bezpečnostní politiky k intervencím z pohledu historického, politického, praktického a institucionálního. V závěru jsou pak tyto poznatky syntetizovány s cílem stanovit pozici EU v systému kolektivní bezpečnosti a její vystupování v něm.

Abstract:

This diploma thesis concerns with the questions of the position of EU in the system of collective security form the perspective of realization of humanitarian intervention. First part analyses the shift of paradigm regarding of the threat to the peace from the international to the intra states conflicts. On the basis of such shift, the concept of humanitarian intervention is made. Theoretical grounds for the realization of the intervention are analyzed form the prospective of political and value views Second part of this work concerns with the issues of EU from accenting this views in the framework of the CFSP and ESDP. The EU approach to the questions concerning humanitarian intervention includes examination of the historical, political, practical and institutional aspects. In the conclusion are these observations synthesized as to define the position of EU in the system of collective security and its presence in it.
