Improvement of the information and communication system between the Department of Foreign Affairs and individual departments of the Ministry of Defense of the Slovak Republic

Abstract:

Diplomová práce je zaměřena na zlepšení informačně-komunikačního systému mezi oddělením zahraničních náležitostí a jednotlivými útvary Ministerstva obrany SR. Tato práce je rozdělena do dvou částí; část teoretickou a část praktickou, jejíž součástí je projektové řešení zlepšení informačně-komunikačního systému. Teoretická část se zaměřuje na základní pojmy veřejné správy, informační a komunikační systémy, etiku a komunikaci. Popis informačně-komunikačního systému, základy managementu a outsourcingu. Dále popisuje vztah veřejné správy a etiku ve veřejné správě. V praktické části je představena hierarchie Ministerstva obrany SR a jeho jednotlivá pracoviště. Praktická část je analyzována i na základě provedeného dotazníkového šetření a jeho následné vyhodnocení, které bylo zaměřeno na analýzu současného stavu informačně-komunikačního systému daného oddělení a jednotlivých útvarů. Následuje SWOT analýza MO SR. Na závěr je zpracován projekt s návrhy na zlepšení informačně-komunikačního systému, který je podroben časové, nákladové a rizikové analýze.

Abstract:

The diploma thesis is focused on the improvement of the information and communication system between the department of foreign affairs and individual departments of the Ministry of Defense of the Slovak Republic. This work is divided into two parts; the theoretical part and the practical part, which includes a project solution for the improvement of the information and communication system. The theoretical part focuses on the basic concepts of public administration, information and communication systems, ethics and communication. Description of information and communication system, basics of management and outsourcing. It also describes the relationship between public administration and ethics in public administration. The practical part presents the hierarchy of the Ministry of Defense of the Slovak Republic and its individual workplaces. The practical part is also analyzed on the basis of a questionnaire survey and its subsequent evaluation, which was focused on the analysis of the current state of the information and communication system of the department and individual departments. The SWOT analysis of the Ministry of Defense of the Slovak Republic follows. Finally, a project is prepared with proposals for improving the information and communication system, which is subjected to time, cost and risk analysis.
