Space and Social Exclusion

Abstract:

Tato práce je věnována vztahu sociální exkluze a prostoru, který se projevuje v lokalitách koncentrujících vyloučené. Jejím cílem je shrnout a pokusit se analyzovat základní pojmy, které se vztahují k tomuto tématu, včetně jejich reflexe v sociální politice. Jde tedy o práci teoreticky zaměřenou. V první kapitole je vymezeno téma práce. Druhá je věnována konceptu sociální exkluze. Zabývá se proměnou jeho pojetí od nástroje sociální kontroly po termín sociální politiky v kontextu moderní společnosti. Dále se zmiňuje o multidimenzionální povaze vyloučení a přibližuje kromě prostorové také dimenzi ekonomickou a sociální. Třetí kapitola se zabývá koncepty spojenými s projevem ekonomické exkluze v prostoru. Jde o koncepty chudoby, deprivace, kultury bídy a underclass. Čtvrtá popisuje na základě Bourdieho teorie kapitálů situaci ve vyloučených oblastech ze sociální stránky a zároveň ukazuje mechanismus reprodukce vyloučení. Pátá kapitola je věnována prostorové struktuře města a faktorům ovlivňujícím exkluzi ve městě. Přibližuje klasické teorie Chicagské školy i moderní strukturální vysvětlení a výslednou povahu městského prostoru. Šestá kapitola se zabývá konceptem segregace, konceptem ghetta jako segregovaného prostoru a stavem segregace v České republice. Sedmá hovoří o možnosti reflektovat prostorovou exkluzi v sociální a dalších politikách a krátce shrnuje český přístup k této problematice. Hlavním závěrem této teoretické práce je zjištění, že exkludované oblasti u nás jsou velmi podobné těm v zahraničí a je tedy možné s přiměřenou opatrností aplikovat na české prostředí koncepty vycházející ze zahraničních zkušeností s touto problematikou a to především v rámci holistického přístupu.

Abstract:

This thesis deals with the relationship between social exclusion and space which can be seen in areas of concentration of socially excluded people. Its aim is to present and analyze main concepts relevant to the topic and their reflection in social politics. Therefore it is a theoretical thesis. The first chapter defines the topic of the thesis. The second one deals with the concept of social exclusion. It focuses on its change from an instrument of social control to a term used in social policy in modern society. Then it mentions its multidimensional character and its main dimensions. The next chapter is focused on concepts connected with the spatial demonstration of economic exclusion – poverty, deprivation, culture of poverty and underclass. The fourth chapter uses the concept of capitals to illustrate the social side of spatial exclusion and mechanisms of its reproduction. The next chapter talks about spatial structure of the city and factors influencing exclusion in it. Both the classic theories of Chicago school and modern structural ones are mentioned. The character of modern urban space is described. The sixth chapter deals with the concept of segregation, the concept of ghetto and the situation in the Czech Republic. The last chapter deals with the possibilities of policy reflection of spatial exclusion and briefly talks about the Czech attitude to the issue. The main conclusion of this theoretical thesis is that Czech excluded areas are similar to the foreign ones and therefore the careful use of foreign concepts dealing with this issue is recommended as a part of holistic approach.
