The role of France in the development of relations between European Union and the Mediterranean

Abstract:

Práce se zabývá rozborem vývoje vztahů Evropské unie a Středomoří s důrazem na roli Francie jako jednoho z nejvýznamnějších aktérů v tomto procesu. Na úvod práce stručně nastiňuje rozvoj politiky Evropských společenství i samostatné francouzské strategie vůči regionu od druhé poloviny 20. století. Následně jsou podrobněji rozebrány dva časové úseky zvolené pro analýzu: První období je na počátku ohraničeno rokem 1995, kdy byl iniciován Barcelonský proces a do čela francouzského státu se postavil Jacques Chirac; na druhé období nahlížíme jako na úsek od roku 2007 pokračující až do současnosti, kdy byl v prezidentské funkci vystřídal Nicolasem Sarkozym, který následně inicioval projekt Unie pro Středomoří. V rámci zmíněných období práce zkoumá hlavní rysy francouzské středomořské politiky a podrobuje je srovnání s politikami Španělska, Itálie a Evropské komise jako dalších aktérů významně zasahujících do tvorby politiky EU vůči Středomoří. Práce se soustředí na otázku, zdali v průběhu zkoumaných období Francie působila jako hlavní iniciátor unijní středomořské politiky.

Abstract:

The thesis deals with the development of relations between European Union and the Mediterranean with emphasis on the role of France as one of the most significant actors in this process. In the beginning the thesis briefly outlines the development of policies of European Communities and France towards the Mediterranean from the second half of the 20th century. The thesis then turns to a more detailed analysis of two chosen periods of time: First one starts in 1995 when the Barcelona process was initiated and Jacques Chirac became the president of France. It’s followed by the second one which begins in 2007 and continues to present. This period of time can be seen as the interval in which Nicolas Sarkozy took the presidency over from Chirac and later initiated the project of Union for the Mediterranean. Within these periods of time, the thesis analyses main features of French Mediterranean policy and compares it with policies of Spain, Italy and European Commission which are seen as other significant actors in the formulation of EU’s Mediterranean agenda. The thesis focuses on the question whether within analyzed periods of time France played the role of the major initiator of European Union’s Mediterranean policy.
