Abstract:

Tato práce se zabývá popisem a analýzou problematiky útoků aktivních střelců na školách v ČR. V prvotních kapitolách je práce zaměřena na popis generálních informací o dané tématice. Daná část zahrnuje kriminologickou a psychologickou analýzu fenoménu aktivního střelce. Teoretická část práce rovněž obsahuje popis vybraného útoku aktivního střelce, který tvoří cenný pramen informací k vytváření efektivních preventivních i reaktivních opatření. Výčet preventivních opatření je rovněž součástí teoretických východisek diplomové práce. V dané části je nadále definován legislativní rámec související právě s vytvářením a aplikací opatření k prevenci útoků a k minimalizaci následků. V závěru teoretické části jsou definovány jednotlivé složky zapojené v řešení útoků aktivních střelců a jejich činnost nutná pro efektivní řešení nastalých situací. V praktické části práce je následně obsažena SWOT analýza zaměřená na stupeň připravenosti vybraných škol Jihočeského kraje na útok aktivního střelce. Připravenost jednotlivých institucí je analyzována a ke zjištěným nedostatkům jsou vytvořeny návrhy zlepšení.

Abstract:

This thesis deals with the description and analysis of the problem of active shooter attacks in schools in the Czech Republic. In the initial chapters, the thesis focuses on describing general information about the topic. These chapters include a criminological and psychological analysis of the active shooter phenomenon. The theoretical part of the thesis also includes a description of selected active shooter attacks, which form a valuable source of information for the creation of effective preventive and reactive measures.The legislative framework related to the creation and application of measures to prevent attacks and to minimize the consequences is further defined in this part. At the end of the theoretical part, the individual forces involved in dealing with attacks by active shooters and their activities necessary for the effective handling of situations are defined. The practical part of the thesis contains a SWOT analysis focused on the degree of preparedness of selected schools in the South Bohemia Region for an active shooter attack. The readiness of individual institutions is subsequently analysed and suggestions for improvement are made to address the identified shortcomings.
