Electoral Integrity and Electoral Violence: How electoral integrity impacts on the propensity of electoral violence in South Asia?

Abstract:

Vztah mezi volební integritou a volebním násilím je nesmírně složitý. Akademická praxe identifikovala několik faktorů, které na volební integritu a násilí dopadají. Zhodnocení poměrné důležitosti těchto faktorů nicméně vyžaduje další výzkum. Problém volební integrity zvyšuje podezření z volebních manipulací, snižuje důvěru voličů ve volební proces, a tudíž může podněcovat k volebnímu násilí. Zároveň, koncepční modely, a zejména pak ukazatele volební integrity a volebního násilí, nabývají různého chápání v rámci akademické obce i volebních profesionálů. I přesto, že 88 procent voleb v Jižní Asii, které se konaly mezi lety 1980 a 2017, postihlo volební násilí, vědci se stále ve většině zaměřují na tento fenomén v oblasti sub-saharské Afriky. Volební násilí v Jižní Asii, způsobují odlišné faktory. Nicméně, jedná se o velmi závažný problém. Disertace se zaměřuje, na případu regionu Jižní Asie, na překlenutí mezer v současném výzkumu. Jejím výsledkem je konsolidace existujících analýz do jednoho koncepčního rámce. Disertace hodnotí poměrný vliv jednotlivých složek volební integrity a jejich vliv na výskyt, intensitu a dopad volebního násilí. Výsledky výzkumu v tomto vztahu poukazují na důležitost strukturálních a volebně-politických proměnných. Tyto faktory dále doplňuje implementace mezinárodních volebních standardů, řízení v oblasti veřejné správy, důvěra voličů ve volební proces a použité metody prevence volebního násilí. Disertace vykládá tyto výsledky s ohledem na regionální kontext. Zde bereme v úvahu zejména politizaci etnických a politických rozdílů ve společnosti za účelem úspěchu ve volbách. Tyto strategie společnost dále rozdělují. Současně, ekonomický rozvoj v nejchudších společnostech světa nejprve napomáhá sociálním vrstvám se solidním příjmem a vytváří další rozdělení. Za použití kvantitativních a kvalitativních přístupů tato disertace představuje ucelený rámec indikátorů volební integrity, jež ovlivňují výskyt, intensitu a dopad volebního násilí. Její výsledky otevírají prostor pro další studium volební integrity. Celkově mohou také napomáhat lepší přípravě volebních projektů zaměřujících se na boj proti volebnímu násilí.

Abstract:

The relationship between electoral integrity and violence is an extremely complex phenomenon. Scholars have identified many factors impacting on electoral integrity and electoral violence; nevertheless, academia is yet to assess the relative importance of these individual factors. The problems of electoral integrity increase the perception of fraudulent elections, undermine public confidence in the electoral process, and therefore may mobilize the electorate to engage in electoral violence. At the same time, the conceptual models and even more so, the indicators still vary among the scholars and election practitioners. Although the electoral violence occurred in over 88% of national elections held in South Asia between 1980 and 2017, the research of electoral violence continues, on the larger scale, focusing on sub-Saharan Africa. The type of violence in South Asia differs in its nature, but it is equally widespread. The dissertation addresses the gaps in existing research area. Using cross-national studies within the region of South Asia, it consolidates existing analysis into one comprehensive conceptual framework. Focusing primarily on the correlation between electoral integrity and electoral violence, it considers the relative importance of the different dimensions of electoral integrity and their impact on electoral violence. The outcomes of the research suggest that election-political level, and structural-level factors, as well as international standards, public service management, public perceptions, and mitigation techniques to determine the extent to which the lack of electoral integrity impacts on the propensity of electoral violence. We attempted to interpret and understand all the results in the context of the south Asian region, considering notably that the politicization of ethnic, religious, and other societal division often serves as part of the strategy of the opposition and the ruling parties to win the elections. Such a strategy further divides society. At the same time, in the world’s most impoverished countries, the development usually first benefits the part of the society with higher income, creating further divisions. This complex study area of electoral integrity, using quantitative and qualitative approaches, serves as a robust framework to establish the predictors of the occurrence of electoral violence, its intensity, and impact. It also opens space for further research of electoral integrity and violence phenomena. Ultimately, it can also serve to design more targeted electoral assistance projects to mitigate the root causes of electoral violence.
