Warning to the Population in the Selected City

Abstract:

Bakalářská práce se zaměřuje na varování obyvatelstva ve městě Přerově. Rozdělena do dvou hlavních částí se v té teoretické zaměřuje na rozbor historického vývoje v oblasti varování obyvatelstva v podmínkách České republiky a města Přerova samotného, dále na rozbor právních norem, které tuto oblast regulují, a základních prvků a struktur systému varování obyvatelstva. Formou obsahové analýzy dostupných zdrojů a následné syntézy těchto, je v praktické části definována charakteristika zkoumaného území, hrozby z tohoto vyplývající a systém varování jako takový. V práci jsou využity metody analýzy, syntézy, pozorování, indukce a logiky. Takto umožňují myšlenkově sjednotit zkoumanou oblast, formulovat cíle, systematicky sledovat a vyhodnotit zkoumané a navrhnout vhodné závěry. Výsledkem práce je vytvoření celkového obrazu fungování systému varování obyvatelstva ve městě Přerově s jeho klady i zápory a návrh možného vylepšení tohoto systému.

Abstract:

The bachelor thesis focuses on the warning of the population in the city of Přerov. Divided into two main parts, the theoretical part focuses on the analysis of the historical development in the field of population warning in the Czech Republic and the city of Přerov itself, as well as on the analysis of the legal norms that regulate this area and the basic elements and structures of the population warning system. In the form of a content analysis of the available sources and subsequent synthesis of these, the practical part defines the characteristics of the territory under study, the threats arising from it and the warning system as such. The methods of analysis, synthesis, observation, induction and logic are used in the work. Thus, they allow to mentally unify the investigated area, to formulate the objectives, to systematically observe and evaluate the investigated and to propose appropriate conclusions. The result of the work is the creation of an overall picture of the functioning of the public warning system in the city of Prerov with its pros and cons and a proposal for possible improvements of this system.
