Pragmatic Shift in Political Communication: from Cleavages to Issues

Abstract:

Práce se pokouší identifikovat a interpretovat zmny, ke kterým docházelo v charakteru komunikaních strategií uplatovaných v rámci volební soutže v prbhu XX. století. Nejvýznamnjší zmnou se zdá být posun od nutnosti strukturovat témata pedvolebních kampaní tak, aby reprodukovala konfiguraci štpících linií (cleavages), k volnjšímu nakládání s konkrétními tématy (issues). Draz na jednotlivá (v ase promnlivá a z poptávky ve voliských bankách vycházející) témata mžeme vysvtlit racionalitou aktér obou stran politické soutže: Voli bude volit takovou stranu, jejíž zvolení mu pinese užitek a politické strany budou akcentovat taková témata, která jim zajistí zvolení. Témata pak postupn - na základ úspšn i neúspšn provádných politik - pecházejí do vlastnictví stran a mohou ve volební soutži svým nositelm poskytnout výhodu v pípad, že je komunikované téma spoleností vnímáno (bu pirozen, nebo na základ manipulativních i marketingových strategií) jako palivé i naléhavé (salient). Koncept tematického vlastnictví je pak v rámci této práce testován na komparaci preferencí voli a pedvolebních programových prohlášeních ve volbách do PSP R v roce 2002.

Abstract:

The thesis attempts to identify and interpret changes in the character of communication strategies applied in election competitions during the 20th century. The most important change seems to be the shift from cleavage-based to issue-based communication in election campaigns. Such shift can be interpreted as the result of modernization process (individualizing) and growing rationality of both factions: voters tend to support specific political parties expecting certain benefits, whereas political parties tend to emphasize those issues which can satisfy voters` demand. Over time, particular issues can, on the basis of successfully executed policies, be "transferred" into the ownership of specific political parties. When the communicated issue is salient, the issue ownership can bring advantages in polling. Subsequently, the issue ownership concept is tested on comparison of voters preferences and political manifestos of contemporary parliamentary parties in the 2002 election campaign.
