Konflikt sunnitů a šíitů v Iráku

Anotace:

Tato diplomová práce analyzuje konflikt sunnitů a šíitů v Iráku, k čemuž využije teorii Samuela Huntingtona sepsanou v knize Střet civilizací. Text se bude snažit identifikovat nedostatky této teorie a zároveň odpovědět na otázku, zda existuje sametová opona mezi sunity a šíity v rámci jedné civilizace. Za tímto účelem nabídne teoretická část přehled argumentů týkajících se střetu civilizací a následná praktická část případ Iráku, rozděleného do tří časových úseků podle událostí a jejich vlivu na současnou situaci. V první úseku je věnován prostor Saddámu Husajnovi a jeho baastistickému režimu, který opomíjel šíitskou většinu, vylučoval Kurdy z politického života, vyhlásil válku Íránu a později vpadl do Kuvajtu. Tento režim navíc posloužil jako záminka pro dvě vojenské intervence, jedné provedené mezinárodním společenstvím a druhé samotnými Spojenými státy. V druhém úseku se text zaměřuje na období po pádu Saddáma Husajna, během kterého nebyla šíitská vláda schopna čelit náboženským a etnickým tlakům, přičemž následně naopak ještě více marginalizovala sunnitskou menšinu a Kurdy, což společně s dalšími faktory vedlo ke vzniku tzv. Islámského státu. V závěrečném třetím úseku je pozornost soustředěna na velmi křehké irácké vítězství nad terorismem, které otevírá Iráku novou šanci překonat konflikt mezi sunnity a šíity.

Abstract:

This diploma thesis analyses the conflict between the Sunnis and the Shias in Iraq according to the theory of the clash of civilizations by Samuel Huntington. The thesis will try to show the insufficiencies in Huntington’s theory and answer the following question : is there a velvet curtain between the Sunnis and the Shias within the same civilization? To answer this question, the theoretical part will present the clash of civilizations while the practical part will develop the case study of Iraq during three different periods relevant to the actual situation of the country. First, Saddam Hussein and his Baathist regime marginalized the Shia majority and the Kurds, waged a war against Iran and later invaded Kuwait. Furthermore, they were the reason for two military interventions – one executed by the international community and the other by the United States. Second, the Shia government that came to power after the overthrow of Saddam could not face the ethnic and confessional tensions and thus in turn marginalized the Sunni minority and the Kurds which along with other factors led to the establishment of the Islamic State. Third, the so-called Iraqi victory over the terrorists gives Iraq another chance to overcome the conflict between the Sunnis and the Shias.

Abstract:

Ce mémoire tente d’analyser le conflit entre les sunnites et les shiites en Irak selon la théorie du choc des civilisations de Samuel Huntington. Il essayera de montrer ce que manque aux arguments de Huntington et de répondre à la question suivante : Existe-t-il, au sein d’une même civilisation, un rideau de velours entre les sunnites et les shiites ? Pour répondre à cette question, la partie théorique est consacrée au choc des civilisations tandis que la partie pratique développe l’exemple de l’Irak dans trois périodes pertinentes à la situation actuelle du pays. Premièrement, Saddam Hussein et son régime baathiste marginalisèrent la majorité shiite et les kurdes, déclenchèrent une guerre avec l’Iran et plus tard envahirent le Koweït. De plus, ils étaient le prétexte pour deux interventions militaires, une initiée par la communauté internationale et l’autre par les États-Unis. Deuxièmement, le gouvernement shiite après le renversement de Saddam ne sut pas faire face aux tensions ethniques et confessionnelles au sein du pays et à son tour marginalisa la minorité sunnite et les kurdes, ce qui auprès d’autres facteurs aboutit à l’émergence de l’État islamique. Troisièmement, la victoire irakienne très fragile sur les terroristes donne une nouvelle chance à l’Irak de surmonter le conflit entre les sunnites et les shiites.
